국문 초록

지역축제를 개최하는 대부분의 사람들은 실제적으로 지역축제에 대한 이해가 부족하여 획일적이고 행사위주, 실적위주 축제를 개최하고 있다. 따라서 축제의 주제나 내용이 지역의 정체성이나 고유한 특성 또는 이미지를 반영하지 못하고 있어 유사한 형태의 축제가 다른 지역에서도 개최되고 있는 실정이다. 전라북도는 전통문화와 자원이 풍부한 지역이다. 서부 해안지역 쪽으로는 곡창지대로서 벽골제 등을 비롯한 여러 농경문화를 주제로 한 자원과 문화, 동부산악지역을 중심으로 천혜의 자연과 더불어 호남산간지역 문화와 민속자원이 생생하게 남아 있는 지역적 문화적 특징을 가지고 있다. 이에 따라 전북지역은 이들을 바탕으로 여러 가지 축제를 개최하고 있으나 많은 문제점이 나타나고있다. 전북지역축제의 문제점으로는 축제의 정체성 결여, 경영마인드 부족, 지역경제활성화 기여부족, 예산편성의 영세성과 의존성, 지역주민의 참여성 결여, 축제 개최시기의 문제, 축제의 관광자원화 미흡 등을 들 수 있다. 축제활성화 방안으로는 효과적인 마케팅커뮤니케이션 전략을 바탕으로 지역관광업계와의 유기적인 연계, 경영마인드 도입 활용, 효과적인 홍보전략 수립, 개최시기의 조절, 지역주민들의 자발적 참여유도, 독창적인 이벤트 개발, 지역 주제설정, 지역적 정체성에 근거한 차별화 전략, 민간주도의 조직구조로 개편 등을 들 수 있다. 따라서 본 연구는 전라북도지역에서 개최되는 지역축제의 현황을 조사 분석하고 문제점을 도출하여 올바른 지역축제 활성화 방안을 제시하고자 하였다.

영문 초록

Most of the people who organize regional festivals have, in fact, little understanding to the festivals themselves. As a consequence, they are inclined to hold festivals in a stereotyped and event－ and performance－oriented manner, unable to reflect sufficiently the unique features or images of the region they are representing, but only to produce another version of those that have been organized in other regions. Jeollabuk－do is a province where there are lots of traditional festivals held. A good number of these festivals are originated from and preserved vividly in the rich grain district along the southwestern coast area and deep in the eastern mountainous region of this province including Byeokgolje festival and others highlighting its agrarian and mountain culture. The problems faced by the regional festivals held in Jeollabuk－do may include lack of regional characters in festivals, limited scale and dependence in budgeting, insufficient participation of community people, timing of the festivals, dissatisfactory utilization of festivals for tourism, etc. As ways to vitalize them, it would be proposed to effectively associate the festivals with local tourist industry, to establish improved strategies for public relation, to flexibly adjust the timing of festivals, to persuade local people to take part voluntarily in the festivals, to develop creative events, to set up appropriate themes, to establish distinction strategies based on the local authenticity, and to reshuffle the host organizations toward civilian－initiated structure. The present study is, thus, aimed at suggesting measures to vitalize regional festivals in an appropriate manner by examining the current situation of the regional festivals held in Jeollabukdo area and pinpointing problems in them.
