영문 초록

The purpose of this study is to analyse and evaluate definition of regions and the Seoul metropolitan policy under the National Comprehensive Development Plans (NCDPs). The regions in Korea have been changed whenever the NCDPs were established newly. As a result, interactive and interdependent spatial system of national land hasn`t been made in Korea. It`s understood that such the result has been one of factors for the seoul metropolitan overconcentration of population and activities. The Seoul metropolitan policy under the NCDPs is to decentralize es inducing population concentration out of the SMR and to foster central managerial functions within the SMR In fact, both are inseperably related to each other and this paper has proved it. Accordingly, it could be seen that the real decentralization of the SMR is dependent on the decentralization of the central managerial functions.
