영문 초록

This study takes a viewpoint that the stream of a actual rural living facilities renewal policy have relations with social change intermediating renewal demand. This viewpoint emphasize at the same time that the speed of social change is major factor in the understanding of the essence of its evolution process. The result of this study shows in the first place that the policy evolution process is classified into four stages. The first stage is the pervious to saemaul movement project, which recognizes policy demand within limited range. The second one is the period of saemaul movement project, which emphasis the basic rural living facilities needs. The third one is the period of spatial policy formation, which seeks for planned and synthetic approach method. The last one is the period of diversity in this policy sphere, which the several spatial policies and various individual projects are going on mixed with together. The analysis of the policy evolution process also shows two remarkable characteristics in the inner mechanism as follows: 1) The first one means the relationship that the expanding situation in the area of actual living facilities renewal policy corresponds with the growing inhabitants srenewal demand. 2) The second one means the relationship the each policy evolution stage corresponds with the evolution stage of renewal demand more definitely.
