영문 초록

During the process of the 16th Presidential election in 2002, the issue of Capital relocation became an emerging topic in Korea. This study carried out a case study on the Capital relocation policy of Japan and developed policy implications for Korea. The background of Japanese Capital relocation policy is three-fold: 1) reforms of govemance in general, 2) overcoming the diseconomies of agglomeration in Tokyo, 3) responding capabilities to natural disaster such as earth quakes. In 1993 the Janese National Assembly enacted a law for the new Capital and was subject to decide a single area for the relocation by 2(3. The analysis of Japanese case illustrates five picy irnplications for the relocation of the Capital in Korea. First, a blue print should be made for the ultimate goals of the relocation. Eqty among different regions may not be g∞d enough for the relocation of the Capital. Second, govemment m， to make efforts for a consensus building for the policy. lird， decision-making has to be used by way of National Assembly or opinion survey as a useful method of consensus building. Fourth, a more rigorous assessment must be made on various hypothesis of the relocation cost and effects. Fifth, a linkage between different policies should be highlighted for cost effectiveness.
