영문 초록

This study aims to eva1uate the existing rura1 development policy and suggest the new rura1 amenity policy to cope with the level of rura1 development in Korea and the change of paradigm in rura1 development policy in the world. The term "rura1 amenities" refers to a wide range of natura1 and man-made features of rura1 areas, including wildemess, cultivated landscapes, historica1 monuments and even cultura1 tradition. Since 1990, OECD has given a prioriη to study of how rura1 amenities can contribute to rura1 development, and suggested amenity policy aimed at promoting rura1 area. Also, ]apan has been formula때 amenity policy to develop rura1 area. Meanwhile, the rura1 amenity policy in Korea is still in the stage of beginning. In the making of rura1 development policy, the value and instrument of rura1 amenity has not been considered enough. And in the implementation of rural development policy, the participation of residents have not been practiced enough.
