영문 초록

Local govemments in Korea are facing trouble!Cause of poor financial condition. Application of rational distribution of scarce resources is no longer an exception in investing cultural facilities. Korean govemment revised the related law in 2001 to demand that econornic feasibility analysis be done for building the local govenunent-owned public facilities with construction cost of 5 bil1ion won and over. The main objective of this study is to analyze the econornic feasibility of blding a cultural facilities with the case of municipal museum in Miryang. To be more specific, questionnaire survey was done by interviewing visitors to the existing museum. Based upon the survey results, value of the museum including non -use value as well as use value was estimated using the contingent valuation method. Finally, benefit-cost an머ysis was done. The m.R, intemal rate of retum, of building the museum tumed out to be approximately 5.59 percent which ìs more or less lower than the market interest rate in Korea for the time being, a proxy for the rate of opportunity retum of capital. This figure of m.R could be underestimated because the benefits of the museum were assumed to accrue on1y to residents in Miryang. Through the sensitivity analysis, if the benefits are inσeased by 10 percent, the IRR should be increased to 6.78 percent, above the market interest rate.
