영문 초록

There has been a hot debate betw1 the J1ulationist and deregulationist stances regùing vegional policy for the Capital Rion. le peoe who suxrt the of strict 11ulation in the CtalRion ld to understate the effect of the restriction policy on vegional balance, highlighting the frog-flight of catal by which the development vegulation in the Capital Region would stimulate domestic pital to σansfer overas. Since the Hs， a variety of policy measures have en employed development restriction over the Capital Rion， with their intensity of restriction being fluctuated. An intensification of development constraint in the 1980s is remarkable as the Capital Regional Rearrangement Plan has been implemented. spite the heat controvlsies on the effects of development 1ulation in the Capital Region, there has been lie literature that has concentrated on the empirical verification of regional effects. πlen. this resech ain1s to explore the effects of development regulation in the Capital Region on the performance of manufacturing in the neighboring vegions, including Chungbuk, Chungnam d Gangwon provinces. le rests of the n￥ression alysis indicates that the development regulation in the Capital Region contributes to a higher level of increase in the outputs of manufacturing in the neighboring regions, conforming the regional b머ancing-effect of the development rlulation in the Capital Region. πlen， it is concluded that dev，opment rulation in the Capital Region should be sustain toruce the gaps in economic prosperity between the Catal Region and the lagging regions. In addition, more investrnent net최s to be forwarded toward the neighboring regions. In particular, it is recommended that the neighboring regions still attempt to attract a large amount of manufacturing activities. while the Capital Region is s않cialized in internationa1 functions and cultural industries.
