영문 초록

Nationwide 41 ropolitan cies have n created through refonnation of the ministrative district between urban and rural areas since rly 1æ4. This can be a landmark in Korean district administration since the watershed of the 2(1 century. le administrative district is a basic structure in perforrning local administration, which as a basic institution in national adminisσation has influence upon the whole realm of the society such as routine life of people, politics, economy, cture， etc. Local government body has a crucial role to play, depending on administrative circumstances as well as peoples way of life, to perform more effectively the local autonomous adrstration. This study focused on a specific ea (Mokpo and Muan) rgzed to become an administrative district 3 times as ge; unification between urban and rural area (city-county consolidation). The key contents in the study include the background features of this region which was unification and the aspects of national policy concemed in the local unification. Next, the main features of the impct that consolidation of urban d rural 'ea has upon the development of the related 1ions were outlined, and as a matr of fact, the counter-proposals to regional development which urban and rural 야x>ple articu1ated in the course of consolidation W-e anyzed. Based on this context, the major issues of regional development identified in the process of prospective consolidation were inves- tigated.
