영문 초록

Although municipalities have strong means to regulate development through urban planning and building control, they do remain in the vicious circle of the environmental degradation resulted from the growth they approve or support. They have taken the urban expansion for granted rather than fully, realized its impacts to the urban amenities. Recently established of enforced measures such as development charge and Environmental Impact Assessment hardly reach systematic response to infrastructure or conservation investment induced by new developments. This paper reviews the developmental process of the last three decades of the case study area, Taejon city to analyze the relationship between the growth and its impact. Also it assesses the future based on the 20 year urban master plan and other projects, and tests the possibility of establishing the "management system for optimizing the growth and environment. The last two decade growth of Taejon has been led by the decentralization policy of the central government such as research park development and transplantation of the main office of public enterprise. The drive capacity of the central government is anticipated to be ahead of the local one as before and the intensity of the development on the land assessed to be at least double the past one according to the fixed plans on the coming decade. The overall urban amenity will be decided according to the success of the spatial reorganization centered on the secondary urban center development in the conurbation process. There are no sure methods to link growth and its impact onto the urban environment except the crosscomparison between similar cities in scale and process. The excessive service dependence on the old downtown is identified as the key factor of the degradation in the analytical comparison.
