영문 초록

In the changing perception of development, the current research was undertaken to evaluate how much "top-down" development policies in Korea have contributed to reducing interregional inequality of levels of regional development for the period of 1970-1990 from the point of Williamson`s hypothesis. To this end, nine provinces and two cities of Seoul and Busan were employed as regional study unit for the analysis of regional inequality. The level of regional development was defined to refer to the level of living of a region consisting of seven components and eighteen objective indicators, and measured by Smith` Standard Score Additive Method. Then, regional inequlity was analyzed by coefficient of variation at a component level and a comprehensive level well. According to the study results, regional inequalities of levels of regional development at a component level were found to be decreasing steadily. Among seven components, the economic component was the one in which inequality is the largest while the education component, the smallest. For the regional inequality at a comprehensive level, a statistic decribing interregional inequality traces Williamson`s inverted U curve with a peak in 1973. As Williamson`s hypothesis was proved to be true in case of regional inequality of levels of regional development in Korea, it is concluded that Korean development policies based on "top-down" development strategy have contributed to a large degree to decreasing the interregional inequality of levels of regional development as planned.
