영문 초록

Government or public procurement can be defined the purchase, lease or rental of products and services by government entities. Compared with the other advanced industrial countries, the scale of construction sector procurement in Japan is structurally very large. The purpose of this study is to review the types of corruption in Japan and to analyze the recent reform of laws, regulations, and practices regarding government procurement. The case of Tanaka Kakuei and the Lockheed bribery reveals the seriousness of structural corruption regarding public sector procurement in Japan. The Japanese Government has tried to adopt the mechanisms to ensure transparent, fare, and non-discriminatory tendering procedures in government as a means to improve Japanese market access and to reduce the level of corruption.
