불법사행산업 단속의 주체

영문 초록

Modern people living in the modern industrial society on the hop are eager to lead a life, getting rid of fatigue and stress by means of leisure and sports activities after office hours. In terms of such activities, people enjoyed and experienced them with playing games or moving in the open air or playground for themselves in the past. However, all of these activities get to be available through internet and globalized, connecting all over the world with network. This created mutual participation and pleasure in the activities regardless of nationality and races. In the meantime, the scale of illegal gaming industry such as illegal gambling is spreading very rapidly along with such a trend, generating urgent need for system establishment for control and punishment against these activities. However, there are bunches of defects in terms of legal and realistic aspects in implementing it, which generates inevitable consideration and measures with respect to them. In particular, the conception of gaming industry and illegal gaming industry must be defined clearly and the discussion on the main agent in performing crackdown against illegal gaming industry also should be further considered. There is discussion on introducing Special Judicial Police System in order to implement crackdown and investigation in addition to surveillance by The National Gaming Control Commission. We cannot deny the necessity to give the authority for crackdown and even investigation so as to take advantage of relevant task specialty and make gaming industry supervision effective and driving. Others insist that it is more reasonable for general investigative agency to implement investigation such as National Police Agency with gradual enhancement in the organization and human resource. This is all about the matter of decision. In order to introduce Special Judicial Police System to The National Gaming Control Commission, the discussion and agreement with associated institute such as the police force on the expected problems must be made. In both cases above, the criteria must be one being capable of improving gaming industry wholesomely by means of rooting out and preventing illegal gaming industry more effectively and swiftly.
