This study is to find out factors which affect on bureaucrats to blow the whistle under the present whistleblower protection law by analyze bureaucrats' cognition to organizational culture and the whistleblower protect law.
To find out those factors, We designed our framework based on rational choice institutionalism and IAD framework(institutional analysis and development framework). In order to work an in-depth study on analyze bureaucrats'
cognition to organizational culture and the whistleblower protect law, the concept of an individual bureaucrat was defined as a rational individuals with varying degree of rationality and the concept of institutions was defined as observed regularity in the pattern of human behavior under the situation which is structured by strategies, rules and norms making equilibrium.
We surveyed bureaucrats who work at various departments to find out the differences between cognizance of whistleblowers and cognizance of not whistleblowers.
We carried out comparative analysis on difference of bureaucrats' cognition to organizational culture and the whistleblower protection law between before and after the whistleblower protection law was introduced. The result showed that bureaucrats' behavior and cognition to organizational culture and the whistleblower protection law has been improved to the way of anti-corruption and check each other.
We conducted T-test with those survey data to test substantial differences of cognition to organizational culture and the whistleblower protection law.
Furthermore, we performed logistic regression analysis to find affective factors for bureaucrats to decide whistleblowing. As a result of logistic regression analysis, 6 factors were proved to statistically significant.
Based on the result of this study, implications dealing with the affective factors and corruption-prevention policy suggestions were discussed in conclusion.
