국문 초록

경찰공무원은 국가공무원법 및 경찰공무원법의 적용을 받는 특정직 공무원으로 국민의 생명, 신체 및 재산의 보호, 범죄의 예방, 수사, 기타 공공의 안녕과 질서유지 업무를 담당하고 있으며, 국민에게 강제력을 부과할 수 있는 법 집행기관이기 때문에 다른 어느 공무원보다 엄격한 청렴성과 공정성을 요구 받고 있다. 시대의 변화와 함께 경찰에 대한 국민의 요구도 커지고 있는데, 국민들은 갈수록 흉포화․지능화되는 범죄에 대응하기 위해 경찰의 전문지식 습득과 첨단과학기술의 종합적 응용을 요구하는 한편, 사회적 약자와 소외된 계층에 대해서는 따뜻한 경찰의 모습을 기대하고 있다. 또한 경찰관들은 다른 어느 공무원보다 깨끗하고 공정할 것을 요구 받고 있다. 그러나 경찰은 각종 단속권한 및 수사를 개시할 수 있는 국가권력기관 중 하나이기 때문에 뇌물수수 등의 부정부패의 유혹에 빠질 수 있는 위험에 항상 노출되어 있으며, 경찰관 역시 평범한 인간이기 때문에 지속적으로 고도의 청렴성을 유 지하고 국민에게 최상의 치안서비스를 제공하는 모습을 유지하는 것은 매우 어려운 문제이다. 끊이지 않고 발생하는 경찰관들의 부정부패와 관련하여 경찰청에서는 2012년 초 외부인사 17명으로 구성된 경찰쇄신위원회를 발족하여 여러 쇄신 안들을 받아들였고, 경찰부적격자를 대상으로 하는 ‘자기계발향상과정’ 교육을 통해 지속적인 부정부패 근절 노력을 시도하고 있다. ‘자기계발향상과정’은 금품수수, 음주운전, 직무태만 등의 각종 비위를 저지른 경찰 관 중 경찰청 인사쇄신 기준에 따라 선발된 자를 대상으로 경찰교육원에서 청렴 부패방지, 사회봉사활동, 감수성 훈련 등 2주간 70시간의 교육을 통해 자기성찰 기회부여로 공직자의 기본자세를 확립하고, 교육대상자의 심리적 안정과 동기부여를 위한 의 식전환 직무교육과정이다. 이 연구에서는 경찰교육원에서 실시하고 있는 ‘자기계발향상과정’ 교육을 통해, 실제 경찰의 윤리성 및 도덕성을 향상하기 위한 교육의 효과성을 측정하고자 한다. 이렇게 측정된 자기계발향상과정 교육의 효과성 분석을 통해 문제점을 도출하고, 보다 효 과적인 교육이 이뤄질 수 있도록 하기 위한 여러 가지 방안을 강구하고자 한다.

영문 초록

Police who are under the national civil service law are special service servants. So they must protect and maintain public safety and discipline. And because they are in charge of executing law that can harm citizens, they need stricter supervision than other civil servant. As times have changed so to have expectations increased for the police force. On the one hand citizens desire for a state-of-the-art and intelligent police approach to solving crimes has increased, while on the other hand socially disadvantaged and alienated classes desire a police force that treats them more warmly. In addition citizens demand of the police force more integrity than any other branch of the civil service. As police are involved in the surveillance and enforcement of laws and are thus always at risk for corruption, it is always difficult for police to maintain high standards of integrity while serving the citizens. The never ending cycle of police corruption has lead the National Police to create a Cleanup Committee composed 17 members not related to the police. The committee targets police misconduct via a professional development course that seeks to prevent police misconduct and corruption. The course for self-improvement targets giving and receiving monetary bribes, drunk driving, and negligence while on duty, among other types of misconduct that police officers are often involved in. The course is held at the Asan Police Training Institute in Chungnam Province. This training course provides training in the maintenance of integrity, prevention of corruption, community volunteering and sensitivity training over seventy-hour two-week training period. It attempts to provide vocational training via professional development that shifts trainees' attitudes and provides a comforting and motivating psychological environment for behavioral change. This paper attempts to measure the effectiveness of the professional development training program to reform the ethics and morality of errant police officers. The paper will pinpoint problems with the training program via statistical analysis in order to improve the quality of the training program via a list of suggestions.
