국문 초록

본 연구는 우리나라 중앙행정기관에 있어서 부패의 원인을 분석하고 그에 따른 정책적 시사 점을 도출하는 것을 주목적으로 하였다. 조직의 부패에 대한 원인을 파악하기 위해 레드테이프 (re-tape)와 재량권을 중심으로 하여 독립변수를 설정하여 이러한 변수들이 조직의 부패에 어떻 게 영향을 미치게 되었는지 알아보고 두 변수간의 상호작용이 과연 조직의 부패를 더욱 증가시켰는지의 여부를 살펴보았다. 분석결과 비교적 유의한 결과를 도출하였다. 먼저 레드테이프와 재량권은 일부 부패에 유의미한 영향을 보이고 있으며, 또한 레드테이프는 재량권의 통제 정도에 따라서 조직의 부패에 미치는 영향이 상이하게 나타남을 발견하였다. 즉 한편은 재량권이 레드테이프에 영향을 미치게 되어 조직의 부패를 증가시켰으며, 다른 한편으로는 그 반대의 결과를 가져왔다. 그러한 결과를 바탕으로 가설의 기각여부에 따른 정책적 함의를 제시하였다.

영문 초록

The purpose of study is to analyze what spurs bureaucratic corruption as social and institutional problems and then to come up with an effective plan for dealing with organizational corruption. therefore red-tape, bureau discretion are selected as main variables and test the hypotheses how red-tape, bureau discretion effect on corruption and interaction effect whether to increase level of organizational corruption. The testing results of the hypotheses show that red-tape, bureau discretion are partially make influence on corruption and the testing results of the hypotheses about interaction effect show that red-tape has significance differently on corruption depend on political- administrative control. That is, On the one hand red-tape interacting with discretion increases organizational corruption, but on the other hand, It produced an effect opposite. Based on this results, this study provides several implications on organizational corruption in Korea.
