국문 초록

본 연구의 목적은 지적재조사사업의 추진현황 및 실태를 분석하고, 추진상의 문제점을 도출하여 재원문제, 인력문제, 운영상의 문제 등을 바람직한 발전방향으로 추진될 수 있도록 하는데 있다. 연구방법은 지적재조사사업과 관련된 문헌조사 및 전문가 실무자 인터뷰조사를 통한 사례분석을 통한 연구 방법을 모색하고 2012년 시범사업지구, 2013년도 지적재조사사업, 2014년도 지적재조사사업의 추진상황 및 현황분석을 통한 분석결과를 살펴보았다. 국토교통부 지적재조사기획단과 지방자치단체 지적재조사팀의 추진상황을 재검토하여 재원조달의 문제, 인력양성의 문제, 운영상의 문제 등을 살펴보고 기타 홍보 연구 등 보다 효율적인 지적재조사사업의 발전방향을 제시하고자 한다. 따라서 지적재조사사업의 효율성 제고를 위하여 첫째는 지적재조사사업의 재원확보 방안모색이다. 둘째는 지적재조사사업 추진계획의 재조정 및 보완이다. 셋째는 세계측지계 변환사업과 연계추진과 지적재조사사업의 운용상 조정및 절차 등을 개선하는 것이다. 마지막으로 지적재조사사업의 민간참여와 홍보추진이다.

영문 초록

The purpose of this study is to promote the funding problem to be analyzed and promoted the status and situation of Cadastral Resurvey Projects, the problems derive on the promotion, workforce issues, including operational issues in the desired direction of development. Methods are pushing the situation and status analysis of the literature and expert explore research methods through case analysis by practitioners interviewed, and in 2012 a pilot project districts, Cadastral Resurvey Projects in year 2014, 2013 Cadastral Resurvey Projects related to Cadastral Resurvey Projects, we examined the results through. Ministry of Transportation pointed reviewing Planning and Local Government pointed out the problem of the Cadastral Resurvey team, financed by reviewing the promotion situation of the problem of human resources, public relations look like operational problems, other presenting the future direction of effective the Cadastral Resurvey Project than research, the wish, etc. So to review the efficiency of the intellectual project is seeking funding plan first Cadastral Resurvey Project. The second is the restructuring and complementary Cadastral Resurvey Project plans. Third is to improve conversion projects, such as the World Geodetic System in conjunction with the promotion of Cadastral Resurvey Project operations and the adjustment procedures. Finally, the promotion of private sector participation and promote Cadastral Resurvey Project.
