국문 초록

이주/) 이민현상에1) 내재된 지역성은 쉽게 공감되지만 지역사회 연구에서 관련연구를 찾기 어렵다. 그 이유로 선행연구의 편향성, 이민자/집단 중심의 연구와 자료, 접근방안 문제를 제기한다. 학술정치적 대안은 중심부(서구와 서울) 지향적 학술활동이 아닌 지역에 '착종된' 연구며, 초기 이민현상 전개에 절대적 영향력을 가진 정책에 대한 학술적 개입이다. 대안과 결론의 구체성을 확보하기 위해 지자체 이민정책 내용분석과, 분석기준으로 정책과정에 작동하는 주요요인별 지역특성에 주목할 것을 제안했다. 구체적으로 본 연구는 첫째, 국내 선행연구를 '지역사회연구에서 이주/이민'과 '이주/이민연구에서 지역'으로 분류해보면서 후자에 만연된 국내 지역현실의 식민화 경향을 지적한다. 둘째, 현 단계 국내 '지역사회연구에서 이민'현상의 연구대상 및 분석 자료로 지자체 이민정책의 적실성과 자료로서 갖는 한계점을 설명한다. 정책체계와 과정을 문건분석 및 참여관찰 결과로 소개하면서 중앙과 지자체의 역학관계를 구조-행위성논의로 접근할 여지를 제시한다. 마지막으로 지자체 이민정책의 분석과 평가에 '지역성 반영' 이라는 기준을 활용하되 지역성이 분석차원으로 구체화되지 못했음을 감안하여 정책과정에 작동하는 요인의 지역적 특성 확인, 이것이 정책내용에 반영된 정도 분석, 이들의 지차체간 비교분석을 제안했다. 지역 연구자에게 기대되는 학술정치적 개입을 강조하는 것으로 결론을 맺는다.

영문 초록

Locality that is inherent in migration phenomena is readily recognizable, but is a subject rarely discussed in local studies in Korea. This paper argues the paucity is related to the Western and Seoul-centric perspective, and lopsided focus on immigrants and immigrant groups only in the previous studies in Korea. A politico-academic alternative is called for: to adopt local-embeddness over metropole-centric orientation; and to intervene in the immigration polices which often lead the formation of immigration reality itself, especially during its initial, unfolding stage. To substantialize these suggestions, this research proposes content analyses of local governments' immigration policy and evaluation of its local specificity that is expected to be reflected in the policy making processes. Specifically, this study first discusses the prevalent colonial orientation towards the local periphery, which is particularly manifest in domestic literature on locality with Western migration research framework. Then, with document analyses and participation observation of the policy system and process, local governments' immigration policy as the subject and data of analysis is introduced, and limitations as a data is discussed. Most noteworthy relevance of the data is the possibility of applying structure-agency approach to the relation between the central and local government. Lastly, a proposal is made for 'locality check' in the analysis and evaluation of local governments' immigration policy. Considering the difficulty in operationalizing "locality," conceptual schemes of locality are presented, based on which local policies can be evaluated and compared across local governments. This research concludes with the call for politico-academic intervention of local studies researchers in policy making processes.
