국문 초록

우리나라는 지방자치가 시작된 이후 지역으로의 기업유치를 지방자치단체들의 지역 발전전략 =으로 활용하여 다양한 지원책들을 마련하였다. 그러나 유사한 지원책의 출현으로 인해 더 이상 기업들에게 유인책으로 인정받지 못하는 상황이 발생하고 있고, 세입에 대한 지방정부의 기대 =에 못 미치고 있다. 본 연구는 기업유치와 지방재정간의 관계에 대해 공무원 인지 설문을 실시하여 기업유치를 위한 지방정부의 조세지출 시책을 진단하도록 한다. 지방공무원의 경우 지방 자치단체가 기업을 유치하고 운영하는 전체 과정에서 기업의 행태와 지방정부의 재정영향을 모두 경험한 집단으로서 연구목적에 부합하는 대상이다. 분석에 따른 결론을 종합하면, 지방재정 손실이 클 것으로 예상되는 비용항목에 대한 국비지원, 조세감면보다 보조금 방식으로의 유인 제도 개선, 지방자치단체별 고유의 제도 개발 그리고 대기업의 지방이전을 유도하는 정책 발굴 과 협상전략이 필요하다.

영문 초록

After the Korean local self-government starts, the attraction of business to the local area has been used as a local development strategy of the local governments and various support measures are provided. However, due to appearance of similar support measures, the support measures have not been recognized as incentives of businesses at all, and the expectation of the local government for the revenue is disappointing. The present researches executes official cognition survey regarding a relationship between the attraction of business and the local finance and determines tax expenditure measures of the local government for the attraction of business. In the entire process in which the local government attracts and operates the business, local officials are a target suitable for a research object as a group who experiences both business types and financial effects of the local government. As the conclusion according to the analysis, supporting of government expenditure for cost items which are expected to have greater loss of the local finance, improvement of induction measures to subsides other than tax reduction, development of specific systems for each local government, and policy making and strategy for negotiation for inducing relocation of major firms are required.
