국문 초록

선도산업부문은 국가 혹은 지역경제 전반에 높은 전후방연쇄효과를 가지므로 이러한 선도산업 부문을 발굴하는 것은 경제정책 수립에서 매우 중요하다. 그리고 선도산업 부문에 대한 투자는 투자재원의 제약이 따르는 저개발국 혹은 개도국에 대해 한정된 자원 투자로 최선의 효과를 거두게 함으로써 경제성장을 극대화 시킬 수 있게 한다. 따라서 선도산업 부문을 식별하는 문제는 장기적인 경제구조 변화를 분석하고 경제발전 전략을 수 립하는데 매우 유용하다. 그러나 현실적으로는 이용 가능한 통계자료의 제약이 따르는 경우 투입산출모형을 이용한 지역 선도산업부문의 식별은 상당한 어려움이 수반된다. 따라서 이 연구에서는 실측자료가 희소하고 이용 가능한 통계자료의 제약이 따르는 지역의 경우에도 전후방연쇄효과 추정결과를 이용할 수 있는 방법은 무엇인지 비조사법을 중심으로 분석함으로써 현실적으로 가능한 최선의 방법을 제안하고자 한다. 이를 위해 전국투입산출표를 기본자료로 다양한 입지계수를 이용하여 지역투입산출모형을 작성하는 비조사법을 분석에 이용한다. 또한 지역선도산업 부문을 찾기 위해 제시한 비조사 방법의 적합도를 실측자료에 근거한 지역산업연관표의 영향력계수 등과 비교 분석한다. 이 연구의 분석 결과 일부 비조사법에 의한 지역투입산출모형의 경우 순위상관계수가 상대적으로 높게 나타나 몇 가지 한계점을 극복한다면 향후 지역 선도부문을 찾기 위한 방법으로서 유용할 수 있음을 보여준다.

영문 초록

Since key sectors have high backward and forward linkages with the rest of the economy, investment in these sectors is expected to maximize economic growth, which is extensively meaningful in underdeveloped or developing countries with limited resources. Besides, identifying key sectors is considerably necessary and helpful for analyzing the long-term structural change and making the strategic policy of economic development, both at the national and regional level. However, the identification of the key sectors is somehow difficult to operate in practice at the regional level due to the absence of regional data at hand. In this study, the traditional backward and forward linkages are employed as indicators to identify the key sectors for sub-national regions where the input-output (IO) tables are unavailable. The regional IO tables are produced by adjusting national ones with several non-survey techniques. To capture the performance of non-survey techniques on recognizing key sectors, the estimated regional backward/forward linkages are computed and compared with the survey based benchmarks through the rank correlation coefficients. A large value of correlation coefficient indicates a high capability of the non-survey techniques on the identification of regional key sectors. At last, an empirical study is given with Korean 2005 national and regional IO tables.
