점증주의 추정에 관한 새로운 접근법

국문 초록

과거의 상태에서 약간의 증감을 가하여 현재의 상태를 정하는 의사결정 방법을 의미하는 점증주의는 오래된 연구주제이다. 점증주의 추정과 관련된 연구들이 오랫동안 선택하였던 방법론은 일정 기간에 적용되는 의사결정방법이 같다는 가정을 기초로 한다. 연구의 대상이 되는 기간 동안 의사결정 방법이 변하지 않는다는 가정을 염두에 두고, 어떠한 방법이 사용되었는지를 검증하는 데 초점을 두고 있는 것이다. 본 연구는 기존연구와 달리 점증주의와 다른 결정방법이 혼재할 경우 이를 구분하여 추정하는 방법론을 제안하고자 한다. 즉, 시기에 관계없이 동일한 방법에 따라 예산결정을 하는 것이 아니라 점증적 의사결정과 비점증적 의사결정이 섞여 있을 경우 이를 구별하여 추정한다. 우리나라 예산자료를 바탕으로 내생적 국면전환 모형(endogenous regime switching model)을 이용하여 연도별 점증과 비점증의 정도를 분석하고자 한다.

영문 초록

Incrementalism, which refers to the decision-making method of determining the current state by applying a slight increase or decrease to the past state, is an old research subject. The methodology that the studies on incremental estimation adopted is based on the assumption that decisionmaking methods that are employed in a certain period are identical. That is, the focus of the studies is on verification of the methods used in a targeted period under the assumption that the decision-making method does not change during the period. The present study proposes the methodology of making estimations when different decision-making methods exist, by differentiating the methods unlike previous studies. In other words, estimations were made by differentiating incremental and non-incremental decision-making, when they were mixed, rather than making budgetary decisions based on the same method regardless of time periods. Using the endogenous regime switching model in the analysis with budgetary data of South Korea, it was possible to estimate the degree that each year was incremental or non-incremental in a probabilistic term.
