국문 초록

본 논문은 게임 이론을 이용해서 생계급여와 자활사업에 대한 투자가 근로능력이 있는 조건부 수급대상자의 자활노력에 미치는 영향을 분석하여 최적 국민기초생활보장제도 설계가능성을 모색하고 있다. 주요 분석 결과와 그에 근거한 정책적 시사점은 다음과 같다. 첫째, 정부가 기초생활보장지원 예산을 전부 생계급여액으로 설정하는 경우 조건부수급자들이 최소한의 노력만 기울이면서 자활사업에 참여하는 것으로 나타나서 조건부수급대상자의 자활노력 수준이 생계급여액이 높아질수록 줄어들고 있음을 보였다. 이 결과에서 생산적 복지를 달성하는 것이 쉽지 않다는 시사점을 도출하였다. 둘째, 정부가 주어진 국민기초생활보장제도 사업예산을 생계급여액과 자활사업 투자액으로 적절하게 분배하여 사용할 수 있는 경우에는 효율성이 제고될 수 있는 매개변수들의 조합이 존재하는 것으로 나타났다. 이는 매개변수들의 적절한 조합이 이루어질 경우 정부와 조건부수급대상자 모두의 후생이 증가하는 파레토 개선이 이루어질 수 있음을 의미한다. 이와 같은 분석 결과가 정책적으로 시사하는바는 정부가 생산적 복지를 달성하기 위해서는 국민기초생활보장제도 사업예산을 생활급여액과 자활사업 투자액으로 적절하게 배분할 수 있는 시스템을 갖추어야 한다는 것이다

영문 초록

This paper examines if both a subsidy for a minimum living standard and governmental budget for the self-supporting program have an impact on the self-supporting effort of a representative conditional beneficiary who has an ability to work under the national basic living security act, using a game theoretic approach. We try to design an optimal national basic living security system based on theoretical analysis. Several implications come from main findings as follows: first, our basic model in which a government allocates total budgets for basic living security only among subsidies for the minimum living costs shows that he makes the least effort and takes part in the program together. It means that the more the subsidy a subsistence beneficiaries receive, the less the effort to get out of the poverty situation they make. It implies that it is not easy to achieve the productive welfare. Second, according to the extended model, there exist plausible combinations of several parameters to raise the efficiency when the government reapportion the budget into the subsidy for the minimum living and the program. It implies that there can be Pareto-improvement to increase the welfare of two parties, i.e., the government and a conditional beneficiary. Our extended model shows that a productive welfare system can be attained under an optimal national basic living security scheme in our model.
