국문 초록

본 연구에서는 기존 SCR을 이용한 전통적인 해상네트워크를 이용하는 대신 NSR을 이용한 해상네트워크의 운항 비용적 측면에서의 타당성을 연구하였다. 특히 한국의 광양항-로테르담항을 기준으로 해상네트워크의 운항비용을 구성하는 여러 가지 요인을 고려하여 기존 SCR를 통한 운항비용을 비교함으로써 최종적인 경제적 타당성을 검토하였다. 비용의 추정방법은 항차당 운송량을 추정하고 운항에 따른 전체 운항비용을 추정하여 최종적으로 TEU당 비용을 도출하였다. 분석결과 NSR은 818달러, SCR은 830달러 추정되어 TEU당 추정비용은 NSR이 더 저렴한 것으로 나타났다.

영문 초록

Purpose : This paper aims at achieving comparative cost analysis of the NSR and the SCR shipping. Research design, data, methodology : Empirical analysis is achieved for the case study on container transport between Gwangyang and Rotterdam assuming a practical level of the dominant factor variables, i) NSR service-period, ii) NSR fee, and iii) shipping cost. Detailed components of shipping costs, capital cost, NSR-Suez transit fee, crew cost, maintenance cost, insurance cost, and fuel cost are individually analysed based on certain assumptions referring to the related literatures. Results : The cost analysis revealed that the cost per TEU, between Gwangyang and Rotterdam, is $818 along the NSR and $830 across Suez. Fuel cost dominates the conventional SCR shipping, while the fuel cost less dominates the NSR shipping, because of the shorter sailing distance as well as the slower operational sailing speed in the ice waters. Conclusions : In conclusion, the NSR shipping of container cargo between Gwangyang and Rotterdam can be commercially feasible in a view of shipping cost. but the openness of the NSR in the future will bring many potential problems, such as greenhouse gas emission, oil spill, accident response, insurance and manning costs. All of these negative externalities may increase the cost to use the NSR.
