펜션주택 양성화를 위한 제도개선 방안에 관한 연구

국문 초록

본 연구는 2002년 민박제도가 완전 자율화 된 이후, 펜션을 통칭한 대규모 상업적 민박이 난립하고, 고급화 대형화된 수많은 민박이 들어서 운영되므로 인해 허가받은 타 숙박업체와의 세제상 형평성의 문제, 무분별한 개발행위로 인한 환경훼손 및 오염의 문제, 펜션주택과 관련된 법ㆍ제도의 일관성과 형평성에 문제로 인한 사회적 문제점을 제주 특별자치도를 중심으로 제도적 접근과 사례를 중심으로 분석하여 미등록 불법펜션의 양성화를 위한 제도개선 방안을 제시하였다.

영문 초록

The research which sees after that 2002 taking lodgings at a private house system becomes complete autonomy, the pen alias one large scale commercial taking lodgings at a private house disorders, becomes upgrade formation and taking lodgings at a private house enters and is operated to be caused by, problem of detergent as a matter of balance with the other lodging enterprise which is pennitted, problem of the environmental damage which is caused by with the development act which is insensitive and contamination, The pen [syen] the institutional improvement program for coming out into the open the social problem point which in consistency and balance of the law which relates with the house system is caused by with problem Cheju special autonomous degree in the center analyzed a institutional approach and an instance in the center and the unregistered illegal pen [syen] presented.
