친환경적 재산세제 개편 방향

국문 초록

정부는 우리나라의 건축물 부문에서 온실가스가 26.9% 차지하고 있는 온실가스를 감축하기 위해 다양한 제도를 도입하고 있다. 우선 재산세 감면제도를 통한 친환경건축물의 신축ㆍ 개축 ㆍ 증축에 의해 적극 유도하여 온실가스를 감축할 수 있을 것이다. 미국 등 선진 국가들은 친환경 건축물인증제도 또는 에너지 효율화 등급 인증제도와 연계하여 재산세를 감면하여 건축물부문에서 발생하고 있는 온실가스의 저감을 위해 노력하고 있다. 우리나라에서는 2010년에 친환경건축물의 취득에 대하여 취득세를 감면제도를 도입하고, 2012년에 친환경건축물에 대하여 재산세 감면제도를 도입하였으나, 그 재산세 감면이 취득세와 같이 일회적이므로 그 실효성을 확보할 수 있는 지 의문이다, 따라서 현행 지방세법상의 재산세제도와 외국의 친환경건축물에 대한 재산세제의 입법례를 살펴본 후 등 재산세 부과체계에서 친환경적 기능강화, 재산의 보유 기능관점보다는 주택 또는 건축물의 이용관점에서 재산세부과체계 전환의 필요성, 친환경적 건축물에 대한 재산세 감면의 실효성 등 검토하여 국민의 삶의 질을 향상시키고자 한다.

영문 초록
