자살과 경찰의 대응방안에 관한 연구

국문 초록

우리나라의 자살률은 OECD국가 중에서 가장 높게 나타나고 있으며 점점 증가하는 추세에 있다. 이러한 자살률의 변화추이와 경찰의 대응방안에 대해서 논의를 전개하였다. 자살과 관련하여 많은 연구들이 진행되어 왔지만 경찰의 역할에 대해서는 부족한 면이 많다. 실제로 자살에 대한 문제는 의료, 복지 등 관련 부처들과 학교, 직장 등 지역사회의 시스템들이 공동으로 협력하고 대처해야 자살을 예방하고 감소시킬 수 있을 것이다. 자살을 예방하기 위해서는 체계적이고 국가적 차원의 자살예방 시스템이 구축되어야 한다. 유럽의 여러 나라, 미국, 일본 등에서는 청소년기에서부터 자살 방지를 위한 국가적 정책을 마련하여 시행하고 있으며 막대한 예산이 지원되고 있다. 오늘날 자살자들의 가장 커다란 원인이 경제적 어려움으로 나타나고 있으며 생활고를 비관하여 자살하고 있다는 보도는 일상적이다. 자살에 대한 선행연구들에 대해서 나름대로 분석을 시도하였으며, 이와 관련한 경찰활동으로 자살 관련 인터넷 사이트의 단속, 농약 사용 등 가능한 자살방법 차단에 대한 경찰의 관여, 자살 관련 언론보도지침 준수를 위한 관련 기관과의 협력 방안 등에 대해서 고찰하였다. 자살 사이트를 이용하는 사람들은 인터넷의 사용이 익숙한 젊은 계층의 사람들이 많다. 농약은 구하기 쉽고 적은 양으로도 자살에 이를 수 있기 때문에 많은 자살 시도자들이 사용하고 있는데 농약의 관리에 관심을 기울인다면 자살 감소에 기여할 수 있을 것이다. 베르테르 효과라고 하는 모방 자살에 대해서는 그 상관관계가 입증된 연구들이 존재한다. 언론 보도와 관련하여 기준이 되는 보도지침을 지키는 것만으로도 모방 자살이 감소할 수 있을 것이다. 경찰의 입장에서는 자살 위험군을 강력하게 단속하는 것보다 그들이 자살할 정도의 위험성이 있을 때 경찰에게 도움을 요청할 수 있도록 하는 방안을 마련하는 것이 요구된다. 경찰은 전국적으로 기동성을 가진 조직이라는 점에서 자살 예방에 있어서 필요한 역할을 수행할 수 있을 것이다. 자살을 온전히 없애는 일은 불가능한 일이겠지만, 자살 예방을 위한 노력들은 사회의 모순점들을 해결하고 사회의 통합을 이루어 복지국가를 만드는데 일조할 수 있을 것이다.

영문 초록

This study is understanding to variation for the rate of suicide and the countermeasures on policing activities. In Korea, the rate of suicide is most highest of the OECD nations, and it is increasing. As to suicide many researches has been proceeding but they are insufficient to police activity. A subject of suicide should be cooperate with the relevant government ministries such as medical, social welfare group, and communities systems such as school, workplace, and then the rate of suicide will reduce and prevent. To protect suicide should be built up organizationally suicide prevention system. For advanced nations, already national policy has carried out the system of suicide prevention from juvenile period, and support with much budget. These days, the major cause of suicide is economic difficulties, and news is report with suicide daily. This study analyzed preceding researches, and policing activities with suicide considered the control of internet sites related suicide, policing activities take part in interception of the using method for fatal agricultural chemicals by taking poison, and observances of media report guide with suicide. The people using internet sites are many youthful who are familiar to computer. Fatal agricultural chemicals are apt to search for and cheap, and a little amount of poison can kill oneself. Taking concern to manage agricultural chemicals, suicide will reduce. About the imitation suicide what is called the Werther effect, the researches exist that has a correlation Werther effect and suicide. As keeping media report guide, the imitation suicide will reduce. In a police situation, it is necessary to prepare a plan which demand a help to police rather than to control strongly a dangerous person with suicide. Because the police has national systems with mobility, the police can play an important role to prevent suicide. The effort for preventing suicide will help to solve the social conflict and to integrate communities and to make the welfare nation.
