국문 초록

지방화 시대를 본격적으로 맞이하여 지역사회 모든 영역의 문제를 지역 주민 스스로의 힘으로 해결해야 한다는 자각이 광범위하게 확산되고 있다. 경찰의 경우도 예외는 아니다. 과거 중앙정부 주도의 권위주의적 성향의 경찰활동들이 지방자치단체의 여건에 적합한 활동으로, 그리고 지역사회 주민들의 참여를 존중하고 지역사회 봉사활동을 강조하는 방향으로 바뀌어 갈 것이 요구되고 있다. 민주주의와 관련지어 이러한 문제를 해결하는 중요한 대안으로 많은 학자들에 의해 제시되는 것이 지역경찰활동(Community Policing) 이다. 우리나라는 최근 자치경찰제의 도입에 대한 논의가 본격적으로 진행되면서, 현 파출소를 순찰지구대로 재편한 지역경찰제를 실시하고 있다. 지방화 시대 지역경찰은 주어진 지역 내에서의 경찰과 지역사회문제를 이해하고 이에 적절히 대처할 수 있는 능력을 지닐 수 있어야 한다. 또한 경찰이 직면하는 어려움과 역할에 대한 지역사회의 이해도 함께 필요하다. 그리고 경찰과 지역사회 양자의 조화와 협력을 위한 성실한 노력과 양자간의 문제점을 이해하고 공동 목표를 함께 도출하여 해결하고자 하는 노력이 필요하다. 이 연구에서는 지역사회와 경찰과의 관계를 살펴 본 후, 지방화 시대 경찰에게 요구되어지는 지역경찰활동의 바람직한 모형을 에봇(John Abbott)의 지역사회 참여모형에 비추어 이론적 차원에서 탐색하고 정책적 시사점을 제시한다.

영문 초록

Police reformers in the early 21st century place great importance on the development of police-community partnerships, but they have not recognized the deep obstacles that these relationships face. On the basis of Abbott's Model, I address the relationships between police and community, and suggest several policy recommendations for activating community policing. The main purposes of the study are to address the concept of community policing, to overview the link between a specific approach to community participation and a specific surround, and to deal with strategies to utilize community policing. The community participation surround is illustrated in terms of the two determinant factors- the degree of openness of government towards the community participation process and the increasing complexity of the decision making process. This dimensional surround generates four sectors - the arena of exclusion, the arena of confrontation, the arena of inclusion, and the arena of consensus. The siting of activities in different sectors of the surround makes it possible to view community participation as a dynamic process. The only viable alternative is a universal surround, with many different approaches. In this way the approach is matched to the condition pertaining to a specific point within the surround. Different approaches have been superimposed on the surround in terms of their relationship with different arenas. Successful community participation will lead eventually to the arena of consensus.
