국문 초록

최근에 발생한 재난사고들의 일반적인 특성은 첫째, 재난의 발생양상이 점차 다양화ㆍ대형화되고 있으며 둘째, 각종 재난은 도발적ㆍ가변적이어서 불확실성이 점차 증가하고 있고 셋째, 재난에 대해 대응해야 하는 시간이 극히 짧아져서 위기관리를 위한 평상시 예방의 필요성이 중요하게 대두된다. 일반적으로 경찰서비스는 공공질서를 유지하고 각종 위해와 범죄로부터 국민의 생명과 재산을 보호하며, 국민에게 봉사와 도움을 제공하는 공공서비스로 이해되고 있다. 특히, 현대의 경찰은 단순히 법을 집행하는 데 그치지 않고, 국민의 생명과 재산을 적극적으로 보호하는 서비스의 역할이 더욱 강조되고 있다. 즉, 국민의 생명과 재산을 보호하고, 안전한 사회를 구축하는 것이 국가의무라는 점에서 경찰의 위기관리 역할과 기능은 무엇보다 중요하다. 그러나 경찰의 위기관리는 아직까지 소극적인 역할에만 머물고 있어 시민의 안전한 생활을 보장하는 책임이 부여된 국가기관으로서의 역할을 적절하게 수행하고 있지 못하다. 이러한 맥락에서, 본 연구에서는 먼저 위기관리에 관한 이론적 고찰을 통해 효과적인 위기관리 능력제고를 위한 이론적 요건을 파악하고, 아울러 미국과 일본의 위기관리 사례분석의 시사점을 고려하여 한국 경찰의 효율적인 위기관리 능력제고방안을 제시하였다. 본 연구 결과를 요약하면, 먼저 경찰의 위기관리를 효율적으로 운영하기 위해서는 경찰의 자체적인 위기관리 전략이 무엇보다 중요하다. 이를 위해서는 첫째, 소방방재청의 출범에 걸맞게 국가 차원의 위기관리에 대한 통합관리 시스템을 구축하고, 위기관리 분야에 대한 경찰조직 내의 전담부서를 설치하여야 한다. 둘째, 경찰관의 위기관리 능력발전을 위한 교육훈련의 내실화를 기하여야 한다. 셋째로, 지역사회의 안전 확보를 위한 도보순찰을 강화하고, 아울러 다양한 지역사회 경찰활동을 통하여 위기상황에 대처하기 위한 자발적인 지역주민들의 참여를 유도하여야 한다. 뿐만 아니라, 경찰 위기관리 정책집행의 성공을 위해서는 명실상부하게 소방방재청이 위기관리의 중심 축으로서의 역할을 수행하고, 아울러 경찰 위기관리에 대한 예산지원 등 정책적인 관심과 각 지방자치단체와 재난 유관기관의 역할분담을 통하여 국가 전체 위기관리의 효율성을 강화시켜야 한다.

영문 초록

Many concerns have been raised for importance of emergency management after 1990's numerous urban disasters in Korea. Emergency management is the discipline and profession of applying science, technology, planning, and management to deal with extreme events that can injure or kill large numbers of people, cause extensive damage to property, and disrupt community life. When the primary function of government is to protect lives and property of citizens, disaster management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. The principal purpose of this research is to establish ways and means needed to improve the police emergency management system in Korea. This study is split into five chapters. Chapter Ⅰ is the introduction part. Chapter Ⅱ introduces the reader to a emergency management theory, and Chapter Ⅲ deals with various emergency management systems of foreign countries such as U.S. and Japan. Chapter Ⅳ is devoted to the establishment of an effective police emergency management system in Korea. Chapter Ⅴ is a conclusion. Several strategies of police emergency management in this study can be summarized as follows : First, government should recognize its primary function of protecting its people from hazard and should be proactive, not reactive to emergencies. All levels of government, -central and local- are involved in emergency management. While some emergency responsibilities and functions are common to all levels of government, each of them also has its own unique responsibilities and resources. When a hazard strikes, it does so in one or more local jurisdictions. Local government has the first line of official public responsibility. Police agency should develop and maintain a program of emergency management to meet their responsibilities to provide the protection and safety of the public. So, the police emergency management organization should be expanded and rebuilt. The establishment of police emergency management organization is required to effectively cope with prevention of the various emergencies and to cooperate the system between diverse divisions. And, police emergency management personnel need continuous training and must keep fully apprised of all possible hazard effects, understand how these effects can affect their operations. Hazard is complex, and emergency management is more complex subject in the public sector. Obviously, there are many kinds of hazards. Rational handling of each kind requires different understanding about cause-effect nexuses, appropriate technology, and planning approaches. This complexity extends to planning for human resource requirement as well. Human resources mean people capable of performing formally and informally prescribed roles in governmental, private institution and also as citizens. Such an improvement for the specialization of police emergency management employee should contain the following items : reinforcement and appropriateness of emergency education program, the establishment of national institute for hazard prevention research, activation of overseas training, the prevention of frequent personnel changes for specialization and continuity.
