영국경찰의 지역사회 파트너십 전략

국문 초록

영국경찰은 지역의 범죄문제를 해결하기 위하여 지역사회의 공공기관 및 자원봉사 시민조직 등과 파트너십 전략을 적극적으로 활용하고 있다. 이는 2010년 총선 후 보수당과 자유민주당이 2010 보수당-자유민주당 연합협정을 체결하고, 「연합: 국가발전전략」이라는 보고서를 채택하여 국가발전을 위한 각 분야의 혁신방안을 제시한 것이 그 출발점이다. 이를 토대로 영국 정부는 2010년 7월에 「21세기 경찰전략: 경찰과 지역사회 연대강화」라는 백서를 발표하면서 경찰혁신 전략을 구체화하였다. 2011년엔 경찰개혁 및 사회적 책임법을 제정하여 영국경찰의 개혁기틀을 마련하였다. 「21세기 경찰전략」은 영국경찰의 관료주의 및 중앙집권화 경향, 예산낭비, 무책임성 등을 문제점으로 진단하면서 경찰은 범죄를 예방하고, 범죄자를 체포하는 것이 본질적인 역할이며, 이의 구체적인 실현방안으로 지역사회와의 파트너십 전략을 제안한 것이다. 영국경찰의 지역사회와의 파트너십 유형은 경찰기관 주도형 시민자원 활용(특별경찰, 경찰자원봉사대, 청소년자원봉사경찰 등), 시민주도형 자원봉사조직 활용(이웃감시연대, 익명의 범죄신고자들, 빅런치 등), 전문가 중심 자원봉사조직 활용(비사브사, 안전디자인, 안전연대협회 등), 그리고 공공기관과의 네트워크(지역사회 안전 파트너십, 경찰관리자협회, 소방구조 및 소방공무원서장협회) 등으로 구분할 수 있다. 영국경찰의 지역사회 파트너십 전략으로부터 다음과 같은 정책적 시사점을 찾을 수 있다. 첫째, 경찰과 지역사회와의 파트너십 필요성에 대한 인식이다. 둘째, 경찰과 지역사회 파트너십 확대를 위한 환경 조성이다. 셋째, 18세 이상의 전문성을 가진 성인을 특별자원봉사경찰로 활용한다. 넷째, 청소년자원봉사경찰제의 도입이다. 다섯째, 효과적인 경찰자원봉사 활용을 위한 가이드라인 제정이다. 여섯째, 경찰의 조직진단 및 지방경찰의 재량성 강화이다.

영문 초록

The UK police have partnership with the public institutions and civic volunteer organizations to solve the crime problem. The police-community partnerships motivated by 「The 2010 Conservative-Liberal Democrat coalition agreement」. Both parties proposed 「The Coalition: our programme for government」. 「The Coalition contained innovation strategies in each field for national development. Based on this, UK government published 「Policing in the 21st Century: Reconnecting police and the people」 White Paper. And the UK Parliament enacted the Police Reform and Social Accountability Act 2011. These are very important political strategies for UK police reformation. 「21st century police strategy」 condemned bureaucracy and centralization trends, budget waste in UK police and strengthening police and community solidarity and partnership. There are four types of partnerships with community and police in UK such as police-led civic resource utilization(special police, Police Support Volunteer, Volunteer Cadet, etc.), use of citizen-led volunteer organization (Neighbourhood & Home Watch Network(Neighbourhood Watch), Crime stoppers, Suzy Lamplugh Trust, The Big Lunch etc.), and a network of public institutions(Community safety partnerships, Association of Chief Police Officers, Fire & Rescue Service and the Chief Fire Officers Association etc.), and use of expert center volunteer organizations(VISAV Limited, Secured by Design, Safety Net Associates, etc.). There is some policy implications among the UK police community partnership strategy. First, we have to recognize that a partnership of the police and the community is essential in order to solve the crime problem. Second, it is necessary to create the environment for expanding the police and community partnerships. Third, it is necessary to appoint a special volunteer police over 18 olds with special skill, abilities. Fourth, it is necessary to appoint a youth volunteer cadet. Fifth, it is necessary to enact guidelines for police volunteer utilization. Sixth, we have to evaluate police organization and strengthening of the accountability of the local police.
