경찰의 성질별 예산변화에 관한 연구

국문 초록

이 연구는 성질별 경찰예산의 변동추이를 살펴보고, 단절균형이론에 입각하여 점증적 변화를 벗어나 경찰예산의 단절이 발생하는 시점을 확인한 뒤, 그 영향요인을 확인하여 이를 통해 예산변화를 일으킨 경찰의 역사적인 사실을 확인함과 동시에 추후 예산 편성에 대한 기초자료를 제공하는 데에 그 목적이 있다. 이를 위해 1983년부터 2012년까지의 경찰예산 자료를 토대로 성질별 경찰예산의 변동추이와 단절시점을 확인하였다. 분석결과 경찰 인건비의 경우 총 4차례의 단절이 발생했는데, 의미있는 단절은 1990년과 1991년의 단절로서, 이 시기에는 "민생치안 경찰관 3개년 증원계획"을 수립하여 추진 중이었기 때문에 이에 따라 인원의 증대에 따른 인건비의 증가가 발생했다. 또한 2000년의 경우에는 IMF시기로 인해 동결되었던 보수의 인상 등이 예산변화의 영향요인으로 작용하였다. 두 번째로 기본경비의 경우는 총 5차례의 단절이 발생했으며, 대부분 일선 경찰기관들의 운영비 인상이 주요한 영향요인인 것으로 나타났다. 특히 1994년의 경우는 1.5배~2배에 가까운 인상이 나타나 가장 큰 변화폭을 나타냈다. 세 번째로 주요사업비의 경우 주로 경찰공무원의 원활한 활동을 보장하고 근무여건을 개선하기 위해 수당이나 활동비를 인상하는 경우에 단절시점이 나타났으며, 이외에 새로운 사업을 실시하거나 필요한 장비를 보강하는 경우 등에 영향을 받는 것으로 나타났다. 하지만, 경찰의 경우 인력의 활동을 중심으로 이루어지는 조직의 특성상 아직까지 새로운 사업의 시행이 크게 영향을 미치지는 않는다는 것을 알 수 있었다. 즉, 지난 30년간의 경찰예산의 변동추이를 바탕으로 분석을 해 보았을 때, 성질별경찰예산은 단절균형이론에 입각한 예산편성이 이루어지고 있음을 알 수 있으며, 주요사업비가 그 중에서 가장 많은 단절시점을 보이는 것을 확인할 수 있다.

영문 초록

This study is designed to examine a trend of change in police budget at the functional perspective, finding the period that indicates disruption of police budget escaped from incremental change through punctuated equilibrium theory. In addition, it aims to identify historical facts of the police that have significant effects on change of the budget, influence factors, at the same time, it is to provide basic line data regarding later plans of the budget. In order to conduct it, this study explored a trend of change in police budget and punctuated period using the data of police' annual budget from 1983 to 2012. In result, there are four punctuated periods, and among them, one demonstrates significant punctuated period from 1990 to 1991 in which "a three-year plan for training public security police officials" was in the process to increase the number of police officials, leading to personal police personnel expense. Besides, a rise in income was one of influence factors that was suspended during what we called "period of IMF", Korean economic crisis. Second, police basic cost has five punctuated periods in which operating expenses of a frontline police agency indicated a significantly influence factor, especially, in 1994, a considerable change as an increase in operating expense above half to two times as much. Third, the punctuated period was found when police major project cost that improves working conditions and secure a variety of social activity was implemented. Additionally, new projects or supplement of equipment has an effect on the punctuated period. In the case of the police organization, that was particularly run by manpower, it is found that implementation of new police project does not have a significant impact on the punctuated period. Thus, last 30 years, analysing a trend of change in the police budget, this study indicates that the budget plan was based on punctuated equilibrium theory, and among them, police major project cost was the significant factor on the punctuated period.
