학교안전 강화방안에 관한 연구

국문 초록

최근 세월호 사고 이후 학교폭력과 같은 지엽적인 학교안전에 대한 접근방식에서 학교 내ㆍ외부 범죄행위에서부터 위기 및 재난대응에 이르기까지 전반적인 학교안전에 대한 관심과 중요성이 부각되고 있다. 이에 이 연구는 한국의 학교안전 강화를 위한 실효적 대안을 마련하기 위하여 미국 캘리포니아주의 학교안전 접근전략을 사례연구하였다. 연구내용은 캘리포니아주에서 운영 중인 "학교안전계획" 및 "학교안전전략"에 대한 분석과 학교안전을 위한 지역공동체와의 협력방안 중 경찰의 역할을 분석하였다. 학교안전계획은 학교안전 향상과 학생들의 학업성적 및 교직원의 직무만족 향상, 국가비용 절약과 지역공동체 참여 유발을 통한 서비스 확대 등을 도모할 수 있다는 점에서 학교안전의 성공을 가늠하는 매우 중요한 과정이다. 따라서 이 연구에서는 이러한 학교안전계획 수립을 위한 7가지 단계의 전략 과정을 분석하였다. 또한 학교안전 접근전략으로써 첫째, 사람과 프로그램에 초점을 맞추어 예방ㆍ개입ㆍ법적 장치단계에서의 학교분위기 향상 전략과 둘째, 장소에 초점을 맞추어 물리적 환경 개선을 통한 통합적 관점에서의 학교안전전략을 분석하였다. 그리고 학교안전을 위한 경찰의 개입과 역할 방향으로, 학교 내외에서 발생하는 다양한 형태의 범죄와 학교안전을 위협하는 요소들에 대응하기 위하여, 학교폭력 범죄에 한정된 경찰의 개입 범위를 확대할 필요가 있다는 점을 제시하였다. 특히, 경찰에게 "학교안전 검측 및 학교장에게 안전유지를 위한 조언 및 권고 권한 부여"를 학교전담경찰관의 기본 임무에 추가할 필요가 있으며, 범죄에서부터 재난에 이르기까지 통합적인 학교안전 강화를 위한 경찰의 적극적 역할을 제언하였다.

영문 초록

The purpose of this study is to analyze the strengthening plan of school safety in Korea through the case study on "school safety strategy" in California, U.S.A. In recent years, we're threatened by the problems about outsider's access and violent or abusive behavior among students. To solve these problems, this study analyzed "school safety planning" and "the 7-step safe school planning process" operating in California. Above all things, school safety planning is a very important first step for school safety, because this step is a great helpful to improvement of school record, the teaching staff's job satisfaction, saving state's expenditures, promoting the neighborhood participation and school safety advancement. And the strategies of approaching for school safety in California are the improvement of school climate through prevention, intervention, legal tools focusing on human and program, and the improvement of physical environment through the things focusing on the place. So this study suggests that we adopt the school safety planning appropriate for the Korea's every school and cooperate with local community for safe schools. For cooperation of local community, Korean police especially need to perform important roles as great collaborator that is sharing information on the students, increasing the patrols around schools, providing a school equipment inspection and recommendation, and operating preventive education about school violence.
