국문 초록

국가중요시설의 경비업무는 근무자인 사람에 의존하는 형태를 보여주고 있으며, 경우에 따라 과도한 인력 운영으로 비경제적인 모습을 보여준다. 파괴되거나 기능이 마비될 경우 국가안보 및 국민생활에 심대한 영향을 미치는 국가중요시설은 외부의 위협이나 범죄로부터 보호될 수 있는 적절하고 효율적인 경비시스템이 요구된다. 민간경비의 활성화로 대부분의 국가중요시설의 경비업무가 민간경비에 의해 수행되고 있지만 국가공안기관에 의해 관리되고 있으며, 일부 국가중요시설의 경우, 경찰과 군에 의해 상당한 부분 경비업무를 지원받고 있고 경비기기에 대한 의존도가 낮은 실정이다. 국가 중요시설별의 경비업무를 위해 경비기기가 도입되고 있지만 경비기기가 독립적으로 설치 또는 운영되고 있어 경비기기 운영의 장점을 충분히 활용하지 못하는 경우가 많다. 그리고 설치된 기계경비시스템의 운영체계에 비효율적인 면이 많이 존재하고 있어 경비기기와 보안근무자가 결합된 효율적이고 통합적인 시스템 구성과 이에 어울리는 근무형태가 요구된다. 기계경비시스템은 빌딩, 산업시설, 정부청사 등 다양한 시설에서 발생 가능한 범죄와 위해를 효과적으로 예방하거나 차단하기 위한 시스템으로, 물리적 보안 시스템(Physical Security System)을 근거로 하여 전자ㆍ통신ㆍ컴퓨 터 영상 처리기술 등을 유기적으로 통합하는 시스템으로 설명할 수 있다. 기계경비시스템의 적용범위를 대상 시설의 무단침입을 감지하고 경보하는 침입감지시스템과 대상지역을 영상 감시하는 CCTV시스템, 그리고 인가된 사람 또는 차량, 물품 등의 출입 및 반입을 통제하는 출입통제시스템, 그리고 각 시스템을 유기적으로 통합하는 통합시스템으로 구분하여 설명할 수 있다. 미들웨어나 소프트웨어 개발 기술의 진보로 경비시스템이 통합화되고 있는데, 예를 들어 침입감지시스템은 CCTV시스템과 통합시켜 경보신호 전달과 영상신호를 동시에 받을 수 있게 하고, 조명시스템과 음향시스템과 연계되어 침입에 관한 경보상황 전달과 대응이 체계적으로 이루어 질 수 있게 한다. 그리고 출입통제시스템과 CCTV시스템이 연계되어 통제와 감시를 가능하게 한다. 기계경비시스템을 구성하는 각종 경비기기가 주로 전자 및 통신장비로 구성되어있어 기계경비시스템과 정보통신기술과의 관계는 아주 밀접하다 할 수 있으며, 정보통신기술이 접목된 새로운 경비시스템의 개발이 지속적으로 이루어지고 있어 보안환경변화와 함께 정보통신환경변화에 적절하게 대응할 수 있는 기계경비시스템의 구성과 모델 선정이 중요하다. 유비쿼터스 환경에서 지속적으로 발달하고 있는 무선인터넷 기술과 무선통신단말기는 기계경비시스템에 적용되어 경비의 운영방법을 변화시키게 될 것이며, RFID시스템도 경비시스템과 연계될 수 있는 좋은 시스템으로 부상하고 있다. 그리고 인터넷을 이용한 CCTV시스템이나 출입통제를 위해 사용되는 생체인식장치는 높은 수준의 보안이 요구되는 국가중요시설의 경비업무를 위해 적용할 수 있는 중요한 기술 로 그 적용범위가 증가하게 될 것이다.

영문 초록

Electronic security system is being used for the security of National Special Security Needed Facilities. But the dependence of man power is higher than electronic security system and some Special Security Needed Facilities' security is performed by police and military. Some electronic security system is applied independently and it could lead inefficient security activity. The security of most Special Security Needed Facilities has been replaced gradually by the private security according to the change of private security law, so more effective and economic security system is being required. One of the effectiveness of electronic security system is reducing the number of man power, but there is no change in security forces even if the use of high-tech electronic security system in some facilities. Although some security devices are applied, they has been operated independently by different security department in some facility, this kind of operating system cause inefficient security activity. Thus, the integrated security system connecting security agents with security devices is being required to solve the problem. Electronic security system is consisted of several system, such as intrusion detection system, CCTV system, access control system. The development of software make possible of the integrated security system, that could provide more effective security. The integrated security system cited in this report is a kind of the Physical Security System which could be installed in a building or a facility to protect possible terrors or crimes. Electronic Security System has very close connection with information technology, because the Electronic Security System is consisted of electronic device, telecommunication device and computer. So we need to follow the change of information technology and have concern with the new electronic security system that linked with information technology. Nowadays, we can meet the word, Ubiquitous that means connecting with net-work anytime and anyplace. The wireless internet and high-tech mobile telecommunication device, RFID system are important factor for Ubiquitous service. So we could see Ubiquitous security system that could be applied for security activity in the near future. This report is to present an application model of electronic security system that could be applied for the Special Security Needed Facilities, including fence intrusion detection system, CCTV system, RFID system and bio-matric system for government's Special Security Needed Facilities that is being required high-level security. This report could be modified after discussion with possible users and persons in charge of security. For the study, the analysis on the actual condition of security system of Special Security Needed Facility has been done, including the analysis on the general security environment, trend of electronic and intelligence technology and user's recognition.
