일본과 일계인의 관계에 대한 통시적 고찰

국문 초록

본 논문에서는 해외 일계인 대회의 전개 과정을 분석함으로써 전후, 모국 일본과 디아스포라 일계인의 관계 변화를 검증한다. 해외 일계인 대회는 디아스포라 네트워크의 하나이다. 디아스포라 네트워크는 최근 새로운 연구 분야로 주목받고 있으며 양적으로 크게 성장했으나 많은 연구가 "모국 중심의 활용론적 접근"을 한다는 한계를 지닌다. 이러한 한계는 관련 연구의 발전을 위해서 극복해야 하는 특징이며, 이는 모국의 사회변동과 디아스포라 커뮤니티의 변화를 염두에 둔 통시적 분석, 그리고 모국이 아닌 디아스포라의 입장에서의 분석을 통해 가능하다. 그리고 이와 같은 점을 고려하였을 때, 반세기 이상의 역사를 가지며, 일계인이 주체적으로 대회 선언 채택에 관여하는 해외 일계인 대회는 유의미한 사례라고 할 수 있다. 해외 일계인 대회는 1957년 제1회 대회가 개최된 이후, 일본과 디아스포라 커뮤니티 사이의 국제적인 인구 이동의 변화에 따라 그 내용이 변해왔다. 대회 선언을 분석해 보면, '디아스포라 확대기'에는 디아스포라 네트워크 구축과 일본으로부터의 지속적인 이민 송출이, '디아스포라 정착기'에는 모국과의 전통적인 유대 강화와 일계인의 지위 확립이, '디아스포라 재이동기'에는 재외 선거, 이중 국적, 그리고 정주 외국인으로서의 재일 일계인 문제가 주요 관심 대상이었음을 알 수 있다. 이러한 분석은 전후 일계인이 항상 모국과 디아스포라 커뮤니티를 둘러 싼 사회 변동에 민감하게 반응하며 해외 일계인 대회라는 디아스포라 네트워크를 통해 일본과의 관계를 규정하고 다양한 영역에 걸쳐 문제 제기와 제언을 해 왔음을 말해준다. 그리고 이러한 본 논문의 분석 작업은 앞으로 디아스포라 네트워크 연구가 보다 총체적으로 발전해 가는 데 있어서 분석 대상과 방법 상 시사적일 것이다.

영문 초록

This paper examines how the relationship between homeland Japan and diaspora Nikkeijin has changed during postwar times by analyzing the diaspora network, Convention of Nikkei and Japanese Abroad (CNJA). Recently, diaspora network studies have gained attention as a new research field and made quantitative growth. However, most still take "a homeland-centered utilization approach" and this characteristic should be overcome for further development. To overcome the limitation of earlier studies, it is necessary to undertake a diachronic analysis that pays attention to social changes of homeland and diaspora communities and a diaspora-centered analysis, not a homelandcentered one. From this point of view, the CNJA is a meaningful case, because it has a half-century history and Nikkeijin actively participates in adopting convention declarations. The CNJA has focused on various other issues as phases of population movements between homeland and diaspora communities have changed. During 'the period of diaspora expansions,' building a diaspora network itself and continuing emigration from Japan were critical issues. Issues of strengthening traditional ties between Japan and Nikkeijin and establishing the diaspora's status in the homeland were actively discussed during 'the period of diaspora settlement.' Finally, since 'the period of diaspora removement,' an overseas voting system, dual nationalities, and Nikkeijin as residents in Japan have appeared as new issues. This analysis shows that during postwar times, Nikkeijin have constantly reacted sensitively to social changes of homeland and diaspora communities and defined the relationship with Japan raising related questions and suggestions. Ultimately, the findings in this paper will help diaspora network studies develop more comprehensible methodology and cases.
