노인복지시설의 지리적 분포현황 분석

국문 초록

본 연구의 목적은 우리나라 노인복지시설서비스의 공급과 이용의 형평성들 측정하여 노인복지시설 운영의 실상을 형평성 측면에서 올바르게 이해하고 더 나아가 제도개선 및 정책개발을 위한 기초자료를 제공하는데 있다. 이를 위해 지리적 형평성 차원에서 노인복지시설의 정원이 어떻게 배분되어 있으며 입소인원이 어떤 양상으로 분포하고 있는지 통계분석을 통해 검증하였다. 분석 결과에 의하면, 시설종별로 노인인구 1,000명당 정원과 입소인원은 연차적으로 증가하고 있으나 상당한 수준의 지역적 변이(격차)는 계속 존재하고 있다. 또한, 노인인구 1,000명당 정원과 입소인원은 65세 이상의 노인인구의 크기로 대변되는 욕구(need)의 영향을 받는다는 것을 확인하였으며, 시ㆍ도간에 존재하는 입소인원 분포의 변이나 지니계수는 계속 감소하고 있지만 아직 개선의 여지가 많은 것으로 평가되었다. 결론적으로, 최근 들어 노인복지시설의 공급과 이용의 형편성이 전반적으로 향상되고 있으나 보다 형평성 있는 제도운영을 위해서는 지역간 불균형이 먼저 해결되어야 한다. 정책 제안으로는 우선 인구고령화 추세에 부응하여 노인복지시설 특히 실비 및 유료시설의 공급이 대폭 확충되어야 함을 지적하였으며, 농어촌 등에 실비/유료시설을 설치하는 경우 지자체에서 재정지원을 할 수 있도록 중앙정부차원에서의 정책적 고려가 필요함을 지적하였다.

영문 초록

The purpose of this study is to determine the degree of geographical equity in the provision and use of old age facilities in Korea. To achieve this, geographical equity in the distribution of places and residents in old age facilities is considered. Firstly, the comparison of the number of places/capita in facilities between provinces is important, as accessibility to institutional care for older people is likely to be influenced by the number of the beds available in a province. Secondly, the comparison of the number of residents/capita in facilities is also important to examine whether there is inter-regional equity in the use of old age facilities. According to the results of the analysis, despite the increase in the number of places and residents in various types of old age facilities, there is geographical variation in the distribution of places and residents in those facilities. However, the number of places/capita and residents/capita reflect to some extent need, as measured by the size of the over-65 population. Inter-province variation in terms of the number of residents/capita over 65 and the Gini coefficient has decreased over recent years. The conclusion of this study is that, although the overall level of geographical equity in the field of institutional care for older people is improving over time, there are still many problems in terms of equitable provision and use of old age facilities. Finally, policy implications and some suggestions for the improvement of Korean institutional care system for older people are introduced and discussed briefly.
