노노(老老)케어의 시행과정과 향후 정책적 과제

국문 초록

본 연구의 목적은 노노(老老)케어 정책의 시행배경을 살펴보고, 참여정부와 이명박정부에서 노노(老老)케어의 변천과정을 고찰하며, 두 정권에서의 노노(老老)케어를 비교 평가하고, 정책적 제언을 하는 것이다. 시행배경으로는 급속한 인구구조의 변화로 젊고 건강한 노인과 연세 드시고 거동이 불편한 노인 증가, 돌봄노동의 탈가족화, 노인일자리 창출의 반복되는 실패로 정책패러다임 전환에 대한 요구 등으로 분석될 수 있다. 참여정부에서 노인일자리사업이 시작된 이듬해 노노(老老)케어의 전신인 노-노간병사업이 시작되었고 이후 노인주거 개선사업을 포함시켜 노노(老老)케어의 다각화를 꾀했다. 이명박정부는 노노(老老)케어 서비스 제공자의 연령 제한을 낮추고 교통비를 제공하는 등 지원을 확대했으며 집권 후반부에는 사업 참여시간의 탄력적 운영과 참여자에 대한 자격제한 등 유연화와 규제를 동시에 사용했다. 노노(老老)케어는 일자리 수 증가에 있어서만큼은 괄목할 만한 성장을 보였으나 두 정권 모두 노인의 소득보장이라는 목표를 달성하는 데는 미흡했던 것으로 보인다. 또한 사업의 경계가 모호해 다른 사업과 혼동을 초래한 반면 참여노인에게 미친 사회ㆍ경제적 효과는 긍정적이었다. 향후 노노(老老)케어가 노인의 소득창출이라는 본연의 목적을 달성하기 위해서는 사업기간을 순차적으로 12개월로 연장, 참여연령의 탄력적 운영, 서비스 대상자의 명확화와 발굴, 지원 내용의 다양화, 단순 소득창출을 넘어 정서적 지원인 "노-노그물망"을 구축할 필요가 있다.

영문 초록

The purpose of this study is to examine the background in implementing the elderly-the elderly care program and the history of the program, evaluate the program, and propose plans to develop it. The background of the elderly-the elderly care program are dramatical change of population structure, socialization of care, need to change in previous policy paradigm. Nomuhyun government launched the elderly-the elderly care program and included house renovation program for older adults in the elderly-the elderly care program, through which the government tried to make the program to be various. MB government made age qualification extended to 60 years old and supported transportation costs to participants. MB government also limited qualification of participants, which means the government used the carrot and the stick at the same time. Consequently, it would be evaluated that both governments failed to achieve income security for older adults. The elderly-the elderly care program needed to be defined more carefully and obviously because it was confused with other similar programs. However, the elderly-the elderly care program affected participants very positively in terms of social and economic dimensions. In order to achieve the goal, namely to secure income for older adults, it is need to extend the duration to work up to 12 months, make flexible age restriction, find target population, make the supports various, and make the elderly and the elderly network.
