국문 초록

푸틴은 집권 기간 동안 강력한 러시아 건설을 추구하며 중앙집권적 연방 체제를 확립하였다. 그리고 국민 생활수준 향상 및 지속적인 경제성장, 민주주의 발전, 에너지 산업 육성을 최우선 국정과제로 제시하면서 지속적인 개혁을 추진하였다. 이 결과 푸틴 대통령이 집권한 8년 동안 러시아 경제는 1998년 모라토리움으로 인한 국가 부도위기에서 순 채권국으로 전환하였고, GDP규모 세계 10위, 외환보유액 세계 3위의 경제실적을 달성하였다. 이러한 경제 성장 기조유지로 중장기적 측면에서 유망 시장이라는 평가를 받고 있다. 이 시기 동안 국제유가의 상승에 따른 에너지 산업의 성장이 큰 영향을 미친 것은 사실이다. 특히 개인 소비의 증가세 가속되면서, 경제 성장의 주요한 요인으로 작용하였다. 지방에서도 소득 증가가 이루어져 도시 지역을 상회하기도 하였다. 이는 에너지 산업이 기반인 특정 지방에서 나타난 현상이기는 하지만, 에너지 가격 상승에 따라 재정의 자유도가 확대되어 지방의 재정 지원이 확충되는 긍정적인 현상이기도 하였다. 러시아는 현재 경제 다각화를 위해 경제 현대화 및 혁신화 그리고 지역개발이라는 다양한 경제 진흥정책을 제시하면서 국내 소비시장의 지속적인 확대를 꾀하고 있다. 이러한 추세가 지속된다면 러시아 소비시장의 확대가 지금까지 경제 성장의 주요요인으로 작용한 것처럼 향후에도 이와 같은 기조의 유지는 가능하리라 본다.

영문 초록
