국문 초록

본 논문에서는 우선 동유럽 국가를 지리적인 측면과 정치, 경제적인 측면에서 중동부유럽 북부국가군(Northern Tier of CEE)과 중동부유럽 남부국가군(Southern Tier of CEE)으로 구분한다. 이렇게 구분한 국가군에 대해 현재까지의 경제발전과 정치개혁의 결과를 파악하고 또 일부 항목에 대해서는 국가별로 각각의 진행단계를 평가한다. 이러한 평가를 통해 국가군뿐만 아니라 개별국가의 이행의 수준 차이를 명확히 파악할 수 있으며 개별 국가가 안고 있는 과제가 무엇이고 향후 경제적, 정치적 발전을 위해 무엇이 필요한지를 파악할 수 있을 것이다. 또한 이들 국가군의 거시경제 지표와 정치발전의 수준을 서유럽 국가들, 특히 유럽연합 국가군과 비교함으로써, 동유럽 국가들은 지리적인 측면에서 유럽과 아시아의 경계에 있을 뿐만 아니라 정치발전과 경제발전의 수준 역시 유라시아의 경계에 위치해 있음을 확인한다. 특히 이 글에서는 USAID와 Freedom House, World bank, Eurostat 등의 통계 자료를 중심으로 정치적 민주화와 경제 개혁 수준 그리고 거시경제 지표에 대한 전반적인 사항을 확인하고 개혁 수준 차이를 극복하기 위한 방안을 제언한다.

영문 초록

In this paper, I divide Eastern Europe into three categories according to the geographical, economic and political aspects such as Northern-tier of Central Eastern Europe(CEE), Southern-tier of CEE and Eurasian-tier states. After that I present the results of economic development and political reform of each tiers and evaluate the progress of post-communist reforms by country. These assessments will show the differences of transition process of each groups of post-communist countries and make it clear what will be required of political and economic reforms for each groups, Futhermore comparing the differences the level of economic and political development between west and east european states, I make sure that east european post-communist states are located in-between west europe and eurasian states in terms of geography and the level of democratization and economic development. In this article, I'd try to give some suggestions for lee-develped countries to overcome the difference in the level of political democratization and economic development.
