정부3.0기반 부동산가격공시자료의 활용방향

국문 초록

본 연구는 정부3.0 추진계획에서 부동산가격공시자료의 구현을 위한 전제조건을 검토하고, 빅데이터 분석의 일유형인 네트워크분석을 통해 활용방향을 제시하는 것이다. 이러한 연구의 목적을 효율적으로 달성하기 위해, 본 연구는 정부3.0과 부동산가격공시자제도를 연구대상으로 한정하고, 그에 따른 연구범로 시간적 범위는 지가공시제도가 도입된 1989년부터 현재까지로 하고, 공간적 범위는 우리나라에 국한하며, 내용적 범위는 정부3.0 기반에서 부동산가격공시자료의 합리적 활용방향을 제시하는 것으로 설정하였다. 연구의 접근방법은 행정적 접근방법과 법률적 접근방법에 기초하고, 조사방법은 문헌조사법과, 인터넷조사법을 활용하며, 분석방법은 기술적(記述的) 분석법과 통계적 분석법(Kr-Kwic, UCINET)을 병행 사용하였다. 연구결과, 정부3.0의 4대 관점에서 부동산가격공시자료가 성공적으로 구현되기 위해서는 Open API 기반의 플랫폼, 유사정보와의 적극적 연계, 원천자료의 품질관리 등 정보시스템 및 정보품질을 제고할 수 있는 기술환경이 필요한 것으로 나타났다. 다음으로 정부3.0 기반에서 부동산가격공시자료는 정책정보, 통계정보, 대국민서비스 정보로서 활용성을 강화해야 할 것이다.

영문 초록

The purpose of this study is to review the preconditions for realization of real estate price announcement materials in Government 3.0 plans and to suggest the ways to utilize the materials through a network analysis which is a type of big data analysis. In order to efficiently attain the purpose, the subject of this study was limited to Government 3.0 and real estate price announcement system. The time scope was set from 1989 when the price announcement system was first introduced to the present. The spatial scope was limited to Korea, and the content scope was set to suggestion of reasonable ways to utilize real estate price announcement materials based on Government 3.0. An administrative approach and a legalistic approach were used to conduct the study, and literature and internet search methods were used. As for analysis, descriptive analysis and statistical analysis (Kr-Kwic, UCINET) were used. As a result of the study, it was found that in order for a successful realization of real estate price announcement Data in the 4 perspectives of Government 3.0, it requires a technical environment for improving information system and information quality including a platform based on open AP, active link between similar information and quality management of the original materials. Also, the capabilities of Government 3.0 based real estate price announcement Data must be reinforced to be utilized as policy information, statistics information and national service information
