국문 초록

본 연구는 지적재조사사업에서 발생되는 갈등문제를 지속적으로 해결하고 관리, 예방할 수 있는 핵심적 기제로 협력적 거버넌스 구축의 필요성과 그 방향을 제시해보고자 하였다. 대한지적공사와 지적소관청 직원들을 대상으로 실시한 설문조사 자료의 실증분석 결과를 토대로 지적재조사사업 협력적 거버넌스 구축의 핵심적 키워드는 신뢰, 협력, 참여 등으로 확인되었다. 그리고 지적재조사사업 협력적 거버넌스 구축의 기대성과(사업추진의 효율성)로서는 사업참여 주체 간 신뢰, 협력, 적극적 참여, 만족도 제고를 통한 성공적 사업 추진으로 나타났다. 이는 곧 지적재조사사업의 성공적 추진을 위해서는 신뢰, 협력, 참여를 핵심으로 하는 지적재조사사업 협력적 거버넌스 구축의 필요성은 물론 지적재조사사업의 중장기성을 고려하여 지속적인 갈등문제 해결의 기제로서 관리의 필요성을 제기한다고 판단된다. 따라서 본 연구의 의의는 지적재조사사업의 성공적 수행을 위한 정책적 과제로서 협력적 거버넌스 구축의 필요성과 그 핵심적 요소, 그리고 기대성과와의 관계에서 구축의 방향성을 제시한 점이다.

영문 초록

This study intended to suggest the necessity and direction of constructing collaborative governance as a core mechanism that can continuously solve, manage, and prevent problems of conflict that arise in Cadastral Resurvey Project. Also, the essential keyword of collaborative governance establishment of cadastral resurveying project based on positive analysis results of survey questionnaire conducted on employees of Korea Cadastral Survey Corporation and competent authorities of the cadastral records are confidence, cooperation, and participation. Also, for expectational results(effectiveness of business promotion) of collaborative governance establishment of Cadastral Resurvey Project, there are confidence, cooperation, active participation, and successful business promotion through improvement of the satisfaction level between the business participants. This is considered to be of raising the necessity of management as a mechanism of resolving continuous problems of conflict by considering not only the necessity of constructing collaborative governance of cadastral reform project based on confidence, cooperation, and participation, but the resolution of continuous problems of conflict by considering the medium and long term aspect of Cadastral Resurveying project for successful promotion of Cadastral Resurvey project as well. Therefore, the significance of this study is to propose the necessity of establishing the cooperative governance as a political task for successful implementation of Cadastral Resurvey project, its key elements, and the direction of establishment in its relationship with expectational result.
