국문 초록

본 연구의 목적은 독도표준지침의 실효성을 제고하기 위한 방향을 제시하는 것이다. 이상과 같은 연구목적을 효율적으로 달성하기 위한 시간적 범위는 독도표준지침이 제정된 2011년부터 현재까지로 하고, 공간적 범위는 국내로 하며, 내용적 범위는 독도표준지침의 일반적 성격을 고찰하고, 독도관련 기관의 독도표준지침의 활용 실태를 조사 분석하며, 이를 토대로 독도표준지침의 문제점과 실효성 제고 방향을 제시하는 것으로 하였다. 조사방법은 문헌조사법과 사례조사법을 병행하였다. 조사결과, 독도표준지침의 문제점으로는 첫째, 성격과 체계가 모호하고 둘째, 내용에 대한 오류가 존재하며 셋째, 일반에 대한 홍보가 부족하다. 넷째, 위반 시 구속력이 없다. 이상과 같은 문제점을 토대로 실효성을 제고하기 위해서는 첫째, 조문형식의 국무총리훈령으로 제정하고, 둘째, 내용과 체계를 정비하며, 셋째, 관리주체를 이원화한다. 넷째, 일반에 대한 홍보와 교육을 강화해야 하는 것으로 나타났다.

영문 초록

The purpose of this study is to provide a plan to enhance the effectiveness of the standard guideline of Dokdo. The temporal scope to achieve the study purpose in an efficient way is arranged to date from 2011 when the standard guideline of Dokdo was established. The spacial range is limited to the country and a general condition of the standard guideline of Dokdo was examined for the substantial scope. Actual condition of the usage of Dokdo standard guideline for Dokdo related institute was investigated and analyzed to provide a plan to enhance the effectiveness and the point at issue of Dogdo standard guideline based on the background. Both literature search methodology and case study were adopted at the same time for the study method. As a result of the survey, the point at issue of Dokdo standard guideline indicates that first the characteristic and systems are obscure; second errors in the contents are existed; third PR for the general public is poor; and fourth there is no binding force for any violation. To enhance the effectiveness based on the above points at issue, first a legal provision should be established by the prime minister's official order. Second, the contents and system should be separate. Third, main body of the management should be dualized. Fourth, promotion and education for the general public should be reinforced.
