국문 초록

본 연구는 장애인 활동지원 제도에 관한 한국과 일본의 내용을 비교 분석하여, 우리나라의 정책적 발전 방안을 모색하고자 하는 목적을 가진다. 장애인활동지원의 대상, 급여, 전달체계 그리고 재정에 대한 내용분석을 통한 우리나라 활동지원 제도에 대한 제언은 다음과 같다. 첫째, 현재 만 6세 이상 만 65세 미만의 등록 1급 장애인을 대상으로 하고 있으나 장애의 종류나 연령 등에 상관없이 필요한 지원이 제공될 수 있도록 활동지원대상자 범위를 확대해야 하며, 장애유형별 특성을 반영한 인정조사표가 만들어져야 한다. 둘째, 활동보조, 방문목욕 등과 같은 기본적 활동지원만이 아니라 장애인과 그 가족을 대상으로 한 상담이나 사회활동지원에도 관심과 지원이 필요하다. 셋째, 지원인력의 지속적인 확보와 교육이 중요하며 관련 종사자들에게 현실적인 보수를 지불해야 한다. 넷째, 서비스 이용에 있어서 가구소득에 대한 세분화된 구분으로 소득구분에 따른 본인부담을 감소시켜야 한다.

영문 초록

The purpose of this study is to explore policy improvement in Korea by comparing and analyzing the contents of Personal Assistant Support Systems (PASS) for people with disabilities in Korea and Japan. Suggestions are made for PASS in Korea through content-analysis such as eligibility, benefit, delivery system and financing. First, currently in South Korea only registered first-grade persons with disabilities, aged from 6 to 65, may receive PASS. However, in this paper it is argued that the range of PASS in South Korea should be extended in order to support necessary services for people with disabilities regardless of age or type of disability, and the rationality of evaluation tools is needed to identify needs and reflect the type of disability. Second, more attention and support are needed for not only basic support services such as personal assistant support or bathing and hygiene services, but also to assist people with disabilities and their family with counseling and social activity support. Third, it is vital that a sufficient pool of qualified service-providers be trained, and that service-providers be payed a resonable level of compensation. Finally, there is a need to divide household income levels with more detail to reduce the burden of service fees.
