국문 초록

본 연구에서는 미매각 되어 점유ㆍ유휴 상태로 있는 서울시 소유 체비지(替費地)의 정확한 운영실태를 파악하고, 점유ㆍ유휴 체비지의 장기간 방치, 현상유지 위주의 소극적 관리체계, 관리인력의 비전문성, 고비용 저효율적 재산관리 등 제반 문제점들을 유형별로 분류하여, 미매각 점유·유휴상태인 체비지의 관리효율 향상과 수익성 및 활용성 제고를 위한 실질적이고 효과적인 처리방안을 제시하고자한다. 미매각 점유ㆍ유휴 체비지 처리방안은 첫째, 점유 체비지 매각, 양여(讓與)등 정리로 수익성 제고 방안으로 소규모 점유 체비지 민간에 적극적 매각과 공공기관 점유 체비지 양여 또는 매각이 필요하다. 둘째, 위탁관리 등 체비지 관리체계 개선으로 관리효율을 향상하기 위해 체비지 업무처리부서를 도시정비과에서 자산관리과로 이관하고, 도시개발특별회계의 폐지 및 일반회계로 통합 운영, 관리효율 향상을 위한 위탁관리를 실시하고 지적 등 부동산분야 전문 관리 인력을 보강해야 할 것으로 사료된다. 셋째, 대규모 유휴 체비지 위탁개발을 통한 활용성 제고를 위해 대규모 유휴 체비지의 위탁개발 실시로 행정수요 충족 및 수익성 제고에 기여하고, 외부 전문기관에 체비지 위탁개발 실시로 활용성 제고가 필요하다

영문 초록

The objective of this study is to present the material and effective processing method so as to improve the efficiency in managing unsold, occupied and idle Chebiji and to enhance profitability and usefulness by checking the exact situation of operating unsold, occupied and idle Chebiji which is possessed by Seoul and classifying the overall issues into each type, e.g., leaving occupied and idle Chebiji unattended for a long time, passive control system merely for keeping present state, lack of expertise of the managers, management of property in high cost and low efficiency. The unsold, occupied and idle Chebiji should be managed in the following method. First, it is required to actively sell Chebiji in small scale to private sector and to assign or sell Chebiji occupied by public agency as a way to enhance the profitability. Second, it may be required to transfer the department in charge of chebiji from urban arrangement section to assets management section, to enforce entrusted management for consolidated operation and improvement of management efficiency by abolishing urban development special accounting and general accounting and to supplement manpower specialized in the area of property like land cadastre so as to heighten efficiency of management by improving Chebiji management system like entrusted management. Third, it is required to enforce entrusted development large and idle Chebiji to meet administrative demand and to contribute to the enhancement of profitability and to enhance usefulness by entrusting development of Chebiji to external specialized institution.
