국문 초록

본 연구는 해양지적과 육지지적을 비교ㆍ검토하여 유사점과 차이점을 발견하고, 그 결과를 토대로 해양지적과 육지지적의 바람직한 공존의 방향을 제시하는 것이다. 연구목적을 달성하기 위하여 연구범위는 해양지적과 육지지적의 일반적 운영체계로 한정하고, 지적활동에 따른 현상을 성립시키는 법칙으로서 원리를 판단기준으로 적용하였다. 조사방법은 문헌(literature)조사를 통한 2차 자료를 수집하였고, 접근방법은 기술적 접근방법과 비교론적 접근방법 및 체제적 접근방법을 병용하여 적용하였다. 연구결과는 다음과 같은 시각에서 도출하였다. 첫째, 해양지적과 육지지적의 비교영역 및 모형설계는 해양 및 육지지적의 정의 및 원리, 선행연구 및 비교모형 차원에서 검토하였다. 둘째, 해양지적과 육지지적의 비교모형 적용 및 한계는 해양 및 육지지적의 행정ㆍ법적ㆍ기술적 영역의 비교, 해양지적과 육지지적의 비교평가 및 한계 등의 검토를 통하여 이루어졌다. 셋째, 바람직한 해양지적과 육지지적의 공존방향은 해양지적의 제도화, 행정영역ㆍ법적 영역ㆍ기술적 영역의 차이를 줄일 수 있는 방향 등의 차원에서 검토하였다.

영문 초록

The purpose of this study is to suggest the desirable direction of coexistence for marine and land cadastre based on a point of similarity and difference by examining and comparing between marine cadastre and land cadastre. To achieve the research objective, the research range was limited to universal operating system and principle that get to law establishing the phenomenon from cadastral activities was applied as judgment criteria. Survey was carried on through collecting the secondary research data by literature review, and descriptive, comparative and systematic approaches were applied concurrently. Conclusion of the study is as follow: First, the comparative area and model design of marine and land cadastre was examined in terms of the definition and principle, the literature review, and the model for comparative analysis. Second, the application and limitation of comparative model was conducted as a viewpoint of the comparison of administrative, legal and technical areas, the comparative evaluation of marine and land cadastre and its limitation. Third, the desirable direction of coexistence was referred to the establishment of marine cadastre, and the reducing direction of gap that was generated in the administrative, legal and technical area.
