교육복지 관점에서 본 노년기 교육의 문제점 및 개선방안

국문 초록

본 연구의 목적은 교육복지 관점에서 노년기 교육의 개념을 재정립하고, 현재 이루어지고 있는 노년기 교육의 현황 및 문제점을 분석함으로써 향후 노인을 위한 교육복지로서 노년기 교육을 활성화할 수 있는 방안을 제시하고자 하는 데 있다. 이를 위하여 첫째, 교육복지 및 노년기 교육의 개념과 관련하여 모든 노인이 사회적 계층과 무관하게 자신의 잠재력을 개발해 자율적 삶의 주체로 성장하도록 교육기회를 향상시키고, 소외된 노인에 대한 교육을 지원할 뿐만 아니라 개인의 역량을 강화시켜 나가는 것이 노년기 교육에 있어서 교육복지 관점의 적용이라고 보았다. 둘째, 교육복지 관점에서 노년기 교육의 문제점을 교육기회 접근의 제한, 교육 부적응, 교육기회 공급의 불충분 등 세 차원에서 분석하였다. 셋째, 이러한 문제점에 기초하여 교육복지 실현을 위한 노년기 교육의 개선방안으로 기초학습역량 강화, 노년층의 교육기회 확충, 행․재정적 지원 확대, 학습자 중심의 교육 제공, 노년기 교육시설의 확대, 노년기 교육격차 해소를 위한 선제적 대응, 전생애적 교육복지 실천 등의 개선방안을 제시하였다. 끝으로 현 노년층의 ‘배움에 대한 한(限)’이 어린 시절의 학력 격차로 한정되지 않고, 노년기 이후 평생학습자원의 결핍으로 인하여 평생학습의 불평등이 확대 재생산되고 있는 현실의 개선을 위하여 노년층을 교육복지의 최우선 대상으로 하는 정책의 전환이 필요함을 강조하였다.

영문 초록

The purpose of this study is to redefine the concept of education in terms of education welfare and to suggest an education plan for the education welfare of the elderly in the future. This can be achieved by analyzing the status and problems of education in old age. This study has four major findings. First, in relation to education welfare and the concept of education in old age, all the aged can receive improved educational opportunities, develop their potential growth as a subject of autonomous life regardless of social hierarchies, and enrich their education capacity in the educational welfare as well as gain education support to improve educational opportunities for the disadvantaged aged. Second, the problems of education in old age were analyzed as the limitation of access to educational opportunities, educational maladjustment, and insufficient supply of educational opportunities. Third, improvements of education in old age for the realization of education welfare were suggested: strengthening of basic learning competencies, expansion of educational opportunities of older people, expansion of administrative and financial support, provision of learner-centered education, expansion of educational facilities, and the preemptive countermeasures for solving education gap. Finally, a policy transition is emphasized wherein the priority target of the education welfare is the aged. This transition will improve the reality that inequality is reproduced due to deficiency in lifelong learning resources in old age, and ‘Han(限) for learning’ of the aged is not to be limited to the academic gap in childhood.
