성 인지적 관점에서 본 지역혁신발전정책

국문 초록

이 논문은 지역혁신발전정책이 진정한 의미에서 혁신적이기 위해서는 지역균형발전뿐만 아니라 성평등적인 관점을 고려해야 한다는 문제의식에서, 강원도 새농어촌건설운동 정책사례의 추진과정에 대해 성 인지적 관점에서 분석하고 있다. 연구방법으로 새농어촌건설운동 우수마을로 선정된 마을 남녀 주민들 568명에 대해 운동 참여 실태를 설문조사했으며, 우수마을 지도자들을 대상으로 심층면접을 병행하였다. 연구결과에 의하면, 새농어촌건설운동의 추진주체인 마을추진단에의 여성 참여는 부녀회장 1인으로 한정되는 등 의사결정과정에의 참여가 극단적으로 성불평등하여, 여성들의 요구는 마을의 공동사업 우선순위에서 뒤로 밀리는 것으로 나타났다. 여성들은 남성들이 구상하고 결정한 마을사업에 대하여 손발이 되어 몸으로 실행하는 전통적인 성역할 분업 속에서 여성 리더로서 훈련될 기회를 결여하고 있었으며, 우수마을로 선정된 이후 여성들의 일이 너무 많아져서 매우 힘들어하고 있었다. 이러한 연구결과는 농어촌 지역발전정책이 성중립적인 관점에서 진행될 경우 단기적으로 양적인 경제성장을 이룰 수는 있지만, 지역의 여성의 삶의 질을 떨어뜨리고 잠재적인 여성 인력의 가능성을 간과함으로써 성불균형을 초래하고 장기적으로 지역발전을 저해할 수 있음을 시사한다. 결론에서는 새농어촌건설운동이 혁신적이고 지속가능한 지역발전정책이 될 수 있도록 남성중심적인 의사결정구조와 전통적인 성 역할분업체계의 개선 등 성 인지적인 관점을 고려한 정책적 함의들을 제안하고 있다.

영문 초록

This paper is a trial to re-evaluate and analyse the rural community renewal campaign of Gangwon-Do from the gender sensitive perspective. So far, ‘gender’ has always been a missing link and neglected area in the social and economic innovation policies of local government. However, innovation of rural community can never be innovative without taking consideration of the contributions of women. In order to take this problem in research, the author tried to analyse questionnaires on the 568 community people of Gangwon-Do in parallel with in-depth interviews on women community leaders, who displayed outstanding performances in community innovation projects. According to the result, male were more participative and satisfied in the innovation movement, even though the community renewal projects aimed at equal participation of both genders. In most of the cases and renewal processes, women were extremely under-represented and the their preferences were excluded from the mainstream policy agendas. Women were blocked from important information channels. Traditional gender division of labor was strongly maintained so that male and female were clearly divided with the conception and execution. Women had to mobilize their body and labor in order to put all the hard works in practice. They had to take most of the additional community burden in order to maintain the name of innovative community. This research identifies that without seriously taking consideration of gender sensitive perspective, community development projects cannot bring the improvement of gender inequalities. Only by adopting gender sensitive policies, which integrates male and female perspective in all the processes of conception, execution, and evaluation stages, gender equality can be achieved.
