지역평생교육기관의 여성교육 기능 활성화 방안

국문 초록

본 연구는 한국사회의 평생교육체제 하에서 운영되고 있는 지역평생교육체제와 여성사회교육기관인 여성회관의 운영실태와 문제점을 검토하며, 그 분석결과를 토대로 지역평생교육기관의 여성교육 기능을 강화시킬 수 있는 방안을 모색하는데 그 목적이 있다. 분석결과에 의하면, 비록 지역평생교육을 이끌어 나갈 수 있는 체제는 비교적 잘 정비되었다고 할지라도 각 기관들은 제 기능을 매우 제한적으로 수행하고 있었다. 이러한 한계의 첫 번째 이유는 평생교육 프로그램을 개발하고 서비스를 제공할 수 있는 전문인력의 부족과 함께 재정적 지원이 절대적으로 부족하기 때문이다. 다음으로 평생교육법의 한계로 인하여 지역평생교육체 제가 유기적인 네트워크를 형성하지 못하고 서로 독립적으로 운영되고 있었다. 더욱이 여성회관도 외부의 평생교육기관과의 네트워크 형성이 거의 없는 상태에서 독자적으로 운영되고 있어 프로그램의 차별성이 거의 발견되지 않았다. 여성회관의 경우 비록 현재 참여하고 있는 여성의 관점에서 만족스럽게 평가되고 있을지라도 여성의식이나 사회적 공공성을 요구하는 프로그램에 대한 여성의 요구는 매우 낮은 수준에 머물러 있다. 이상의 분석을 바탕으로 본 연구는 지역평생교육기관의 여성교육 기능 강화방안을 다음과 같이 제시하였다. 첫째, 평생교육법이 성인지적 관점에서 개정될 수 있도록 여성단체 및 연구가의 관심이 요구되며, 지역평생교육정보센터에 여성 관련 연구기관 및 단체가 참여할 수 있도록 평생교육법이 개정되어야 할 것이다. 그리고 평생교육기관의 교육프로그램을 운영함에 있어 양성 평등 관련 내용이 부분적으로 삽입될 수 있도록 평생교육법이 개정되어야 할 것이다.

영문 초록

The purposes of this study are to review the management conditions of local lifelong learning centers and women’s education centers under Korean lifelong learning system, and to suggest some alternatives to strengthen female education functions in local lifelong learning centers. The analysis results of this study are as follows. Although the local lifelong learning system is well equipped, its learning centers are limitedly playing their roles. First, there are not enough financial supports and professional experts that develop and provide lifelong learning programs. Furthermore, local lifelong learning centers are operating without any differentials of programs and networks with other lifelong learning centers. In case of women’s centers, although interviewed participants are satisfying current educational programs of women’s centers, they are not concerned with the education programs involving in social and public good interests and gender consciousness. From those findings, this study suggests some alternatives to strengthen female educational functions of local lifelong learning centers. First, local women organizations and research institutes are needed to revive the lifelong learning law from gender sensitive perspective, and the lifelong learning law should be revived to include women’s research institutes and organizations in consisting of the local lifelong information center. Furthermore, the lifelong learning law should be revived to include the following content that gender equality and equity programs should be partially taught in all educational programs in local lifelong learning centers.
