중국 일대일로의 동진정책과 한국에의 시사점

국문 초록

일대일로는 2013년 처음 제기된 이후 주로 서진 전략을 펼쳤으나 이후 중국은 지역적 범위를 지속적으로 확대해오고 있다. 2017년에 북극항로를 일대일로에 포함시켰으며, 2018년에는 한반도 긴장 정세의 완화를 호기로 랴오닝성 정부가 일대일로의 범위를 한반도를 비롯한 동북아 국가로 확대하였다. 이에 일대일로의 동진 노선은 기존의 중몽러 경제회랑에 동북아 경제회랑이 더해지며 그 내용이 한층 풍부해지게 되었다. 본 연구는 동진에 초점을 맞추어 동진정책을 추진하게 된 배경은 무엇이고, 동북3성을 중심으로 한 동진정책의 주요 내용은 무엇이며, 동북3성의 일대일로 정책 추진 성과는 어떠한지, 한국에 주는 시사점은 무엇인지 등에 대해 고찰한다.

영문 초록

Since the Belt and Road Initiative was first proposed in 2013, it has mainly pursued a westward strategy, but since then, China has continued to expand its regional scope. In 2017, the Northern Sea Route was included in the Belt and Road Initiative, and in 2018, taking advantage of the easing of tensions on the Korean Peninsula, the Liaoning provincial government expanded the scope of the Belt and Road Initiative to include the Korean Peninsula and other Northeast Asian countries. As a result, the eastbound route of the Belt and Road became richer in content as the Northeast Asia Economic Corridor was added to the existing Sino-Mongolia-Russia Economic Corridor. This study focuses on the eastward strategy and examines the background of promoting the eastward strategy, the main contents of the eastward policy promoted in the three northeastern provinces, and the achievements in the three northeastern provinces since the BRI initiative has been implemented. In addition, it draws conclusions and examines the implications for Korea.
