19대 총선을 통해 본 대구 · 경북의 지역주의와 권력의 물질성

국문 초록

19대 총선에서도 지역주의는 선거의 전체 결과를 좌우하는 핵심적인 영향요인으로 작용했다. 지역주의 문제의 핵심인 영호남에서는 선거라는 민주주의의 핵심적 제도가 지역주의로 인해 왜곡된 방식으로 운영되고 있으며, 이러한 문제가 그간의 많은 논란에도 불구하고 여전히 지속되고 있는 것으로 볼 수 있다. 한국사회에서 지역과 선거가 주요한 사회적 및 정치적 문제로 거론되는 까닭이 바로 여기에 있다. 즉 지역과 선거의 문제는 지역주의와 선거의 문제이다. 이 글에서는 이러한 문제의식을 바탕으로 19대 총선결과를 토대로 기존의 지역주의에 대한 연구관점을 비판적으로 검토하면서, 대구·경북의 지역주의와 선거를 분석한다. 특히 대구·경북의 보수정당 독점의 지역주의를 어떻게 접근할 것인가, 대구·경북지역의 지역주의는 지역공동체의 보수적 이념 정체성에 근거하고 있는가, 대구·경북지역의 지역주의는 변화할 것인가라는 세 가지 문제제기를 중심으로 살펴보기로 하겠다. 이 글은 기존의 영호남의 상대성에 초점을 맞춘 비교사회학적 접근보다는 대구·경북의 역사적 경험과 지역공동체 주민의 적극적이고 자발적인 행위로서의 투표행태에 초점을 맞춘 역사사회학적 접근을 동원하여 분석한다. 특히 권력의 기억과 물질성이라는 지역 주민의 주체의 선택을 강조한다. 대구·경북의 지역주의가 더 이상 정치적이거나 경제적인 차원의 문제가 아니라 사회적이고 문화적인 관점에서 접근되어야 한다. 그간에 진행된 여러 번의 선거과정을 통해 대구·경북의 지역주민들은 박정희 시대에 대한 개인적 기억을 집단적 기억으로 형성시켜 왔다. 즉 개인적 기억의 집단적 공유 현상이 나타난 것이다. 이러한 집단적 기억은 대구·경북의 문화적인 집단정체성을 형성하게 되었으며, 매번 선거를 통해 정체성을 더욱 강화시켜 왔다.

영문 초록

The clannish regionalism affect the final consequences of the 19th general election. The problem of clannish regionalism is maintained at the southern part of the Korea and distort the election as a key institution of the democratic system. This is the lasting discussion about the region and election as a major social and political problems of the korean society. That is to say, the problem of the region and election means the exclusive character of the korean regionalism. This paper analyses the clannish regionalism and election at the Daegu and Kyeongbuk region in discussing critically the results of the 19th general election on the basis of this perspectives. Especially, how can we approach the political monopoly by the conservative party in the region of Daegu and Kyeongbuk? Secondly, is their clannish regionalism based on the conservative ideology in the regional community? At last, the possible change of clannish regionalism is examined. For this, the approach of historical sociology is borrowed. It focused on the historical experiences and the voting attitude of the regional residents as a active and voluntary action. This approach emphasize the choices action of the regional residents as a actor in focusing the memory and materiality of the political power. As a results, it is stressed that the clannish regionalism in the Daegu and Kyeongbuk cannot be understood any more from the political or economical dimensions, but from the social and cultural dimensions. Through the several elections, the regional residents have developed the individual memory about the Park Jeong-Hee era to the collective memory. That is to say, the individual memories shared collective through the elections as field for the information exchange. And this kind of collective memory is converted to the cultural collective identity that enhanced the inherit solidarity between the regional residents. The elections was a momentum for the confirmation of the cultural collective identity in expecting the return of the prosperity that they enjoyed under the dictator ex-president Park. This is the cause of the absolute support to the his daughter and politician Park Geun-Hyeo.
