국문 초록

이 글은 한국의 고등교육 산업이 안고 있는 문제점들이 집약된 강원지역 대학을 중심으로 고등교육 산업의 위기와 지역의 대응 방안에 대한 고민을 담고 있다. 지역 대학들이 총체적 위기에 직면하고 있는 가운데 지역 대학이 지역사회와 경제에서 차지하는 역할과 기능 등을 검토하고, 대학이 직면한 위기를 극복할 방안을 모색하는 것은 지역 정책의 핵심 과제가 되었다. 강원지역 대학들은 지역에 양질의 일자리를 제공하고, 지역경제 활성화에 큰 역할을 담당해 왔지만, 대내외 경쟁 환경의 급속한 악화 등으로 학생 자원 이탈, 대외 평판도 하락 등 본질적인 위기에 직면해 있다. 대학들은 이러한 위기를 극복하기 위해 자체의 구조 조정, 캠퍼스 이전 등 극단적인 자구 노력을 경주하고 있다. 그러나 현재의 위기는 대학들의 자구노력 만으로 극복하기 어려울 정도의 근본적인 환경 변화를 동반하고 있기 때문에 대학과 지역사회의 긴밀한 협력이 어느 때보다 절실히 요구되고 있다. 지역과 대학의 미래를 위한 협력은 상호간의 깊고도 절실한 경제, 사회, 문화적 상호 의존의 필요에 기반하고 있다. 지역과 대학이 미래를 위해 가용 가능한 소중한 자원과 에너지를 어떻게 쓸 것인지를 절실하게 고민하고 상호 발전을 위한 행동에나서야 할 절실한 시점이 되었다.

영문 초록

Local universities in Gangwon provinces are now facing a structural crisis due to challenges never happened before. International competitions coming from the globalization of higher education industries, unprecedented decrease of younger population resources, and the deep-seated internal problems of poor management are all deepening the crisis. This paper is a trial to figure out why local universities are so important in their contributions for local society and development despite their problems. Throughout this study, the author tries to address the importance of local universities in Korean society by examining their crucial roles as one of the largest local employers, entrepreneurs, cultural and social creators. Unless local universities and local governments are not able to initiate an urgent action to overcome the imminent crisis, local universities may have to suffer a fundamental crisis resulting in a unrecoverable loss for local communities. Local universities are now facing a radical environmental changes, which denies any struggles a single university may provide. This is why a firm and deep alliance among universities, local societies, and government support is urgently needed. In order to do have any effective measures, local universities have to invent their own survival strategies with the support of social actors concerned with the future of sustainable, and balanced local development.
