G20의 글로벌 거버넌스와 한국의 전략

국문 초록

이 글은 2008년 등장한 G20 정상회의가 글로벌 거버넌스의 중심으로 부상하고 있다는 인식하에 글로벌 거버넌스의 개념이해와 현대적 요구와 변화양상을 살펴보았다. 아울러 G20이 주도하는 글로벌 거버넌스의 가능성과 한계에 대해 살펴 보았다. 2010년 11월, 서울에서 열린 정상회의는 단순히 국제회의 주최 이상의 의미를 갖는다. G7이외의 국가 중 최초로 한국에서 열리는 5차 서울정상회의를 통해 G20은 G20의 정례화와 글로벌 거버넌스의 역량을 검증받았다. 이에 본고는 서울 G20의 의제를 기존(follow-up)의제와 신(new)의제, 그리고 지속적 논의와 이행촉구가 요구되는(ongoing) 의제로 분류하여 살펴보았다. 그러한 의제에 따른 한국의 역할과 서울 G20 정상회의를 통해 한국에 요구되는 전략을 4단계로 정리하면 다음과 같다. 첫째, G20 중견국가로서 선진국과 개도국의 가교가 되어 어느 한편에 치우치지 않는 조정자이자 적극적 협력자로서 지속적인 의제의 창출을 통한 외교적 조종(steering) 역량 강화이다. 둘째, 동아시아 지역 리더그룹으로서 중재(mediating)의 역할의 활성화를 위한 국가간 1 : 1 또는 한-중-일, ASEAN, APEC 등 다자협상 및 교류 확대, 그리고 신흥경제국 개발 이슈에 대한 가시적인 성과이다. 셋째, 2010년 G20 개최국이자 의장국으로서 글로벌 의식과 선진 시민 의식의 고양을 통해 과거 선진국의 규칙을 피동적으로 순응하던 ‘규칙 준수자(rule-taker)’의 자세를 지양하고 지구촌 시대의 글로벌 시민으로서 ‘규칙 제정자(rule-setter)’의 역량을 키우는 것이다. 넷째, 개인과 기업, 전문가 집단, NGO 등 개별 민간 주체를 의제 형성의 同力者로 포용하고 보다 나은 정책과 의제를 창출을 위해 기여하도록 지속적으로 독려하는 것이다. 본고는 서울 G20 정상회의에서 글로벌 금융안전망 확립, 개발도상국 지원, 반부패, 기후변화 공동 대응 및 그린에너지 정책 등의 의제(Korea initiatives)가 처음으로 제안된 것에 주목하고, G20이 경제 분야뿐 아니라, 지구촌 이슈를 포괄하는 글로벌 거버넌스의 중심으로 자리매김할 가능성과 그에 따른 한국의 역할을 고찰하였다.

영문 초록

This examines the concept, the modern demands, and the changing aspects of global governance related to the G20 summit, formed in 2008, that claims to take global governance as its central purpose. As this topic necessitates, this thesis also examines both the potential and limitations of the G20's attempts at encouraging global governance. The meaning of the November 2010 Seoul Summit is greater than one of merely hosting an international meeting. As the first host of a G20 Summit by a country not part of the G7, Korea, through the 5th Seoul General Assembly, will be compelled to discuss the regularization of the G20, as well as to verify the global governance capabilities of the G20. Hence, this study has analyzed the agenda of the 2010 G20 Seoul Summit by categorizing its parts into separate agendas: unfinished business from previous meetings, new agendas, and ongoing initiatives. The required strategy in Korea, dependent both on Korea's role in this agenda as well as on the G20 itself, has been divided into four categories. First, as a middle power of the G20, Korea, by playing the role of a "go-between" as well as a committed collaborator with developed and developing countries, has the diplomatic capability to establish ongoing initiatives and steer them towards completion. Second, as a leading member and mediator of East Asia, Korea will try to enlarge the influence of East Asia not only by spurring multilateral talk and exchange between individual nations, the Korea-China-Japan bloc, ASEAN, and APEC, but also by displaying some visible achievements regarding the development issues faced by developing countries. Third, as both the chair and host country of the 2010 G20 Seoul Summit, Korea tries to take the posture of an active 'rule-setter', not passive 'rule-taker,' based on enhancing global citizenship and a mature sense of citizenship. Fourth, as a country committed to individual, corporate, expert, and non-governmental enterprises, Korean society has to take a broad variety of ideas into consideration in order to determine the best policies. This study focuses on the so-called 'Korea Initiatives', first issued by Korea at the G20 Seoul Summit in 2010, which include such initiatives as the establishment of a global safety net to protect emerging economies, encouraging the simultaneous growth of developed and developing nations, anti-corruption devices, and collaboration in responding to climate change and establishing green energy policies.
