일본 글로벌교육의 전개과정에 나타난 기본내용

국문 초록

글로벌 상호작용의 범위와 심도, 속도가 증가하고 지구적 연결이 강화되면서 개별 국가로서 해결할 수 없는 각종 글로벌이슈들이 충돌하며 글로벌교육에 대한 요구가 높아지고 있다. 글로벌교육은 지구 사회 전체를 하나의 시스템으로 인식하여 인류의 문화와 인간생존을 위협하는 글로벌이슈를 상호관련성 속에서 이해하고 해결할 수 있는 지구 시민을 육성하는 것을 목표로 한다. 일본은 유네스코의 이념을 수용하여 일찍부터 국제이해교육을 발전시켜왔다. 또한 자국 중심 국제이해교육의 한계를 뛰어넘어 글로벌관점을 보완하기 위해 노력해왔다. 본 연구는 일본의 글로벌교육 전개과정의 특징을 살펴보고 일본 글로벌교육의 기본 내용을 추출하여 시사점을 얻는데 목적이 있다. 본 연구에서는 일본의 글로벌교육을 1970년대부터 오늘날에 이르기까지 성립기, 전환기, 발전기의 세 단계로 구분하여 각 시가의 전개과정에서 나타나는 글로벌교육의 특징적인 내용을 추출하였다. 일본의 글로벌교육을 위한 노력은 제도적 측면에서부터 사회 구성원 개개인의 내적인 인식의 전환에 이르기까지 다방면으로 지속되어 오늘날까지 이어졌다. 이제는 경제성장 및 국력신장에 역점을 둔 교육국제화가 아니라 평화의 문화가 내포되어 있는 함께 더불어 사는 세상을 만들기 위한 글로벌교육으로 한걸음씩 다가가고 있다고 할 수 있다. 정부 차원, 학교 차원, 교사 차원의 글로벌교육에 대한 연구와 실천 노력이 계속되어 학습자에게 글로벌시민 의식과 자질이 깊이 뿌리내리게 될 수 있기를 기대해본다.

영문 초록

As today's world becomes more surrounded by magnifying scope, intensity, and speed of a global interaction and by intensified global networking, each individual nation is confronting with plenty of global issues that cannot be handled by a single nation. Recognizing a whole global society as a single system, global education is for preparing global citizen that understands and resolves, based of mutual interactivity, those global issues and problems associated with threats to our cultures and survival. Having upheld the international relations and accepted the UNESCO's philosophy, Japan has been developing an international understanding education. Moreover many researches on the global education has been conducted in order to make up for the weak points in nation-oriented international understanding education. The purpose of this research is to investigate how Japan had carried out its global education and derive the detailed contents of the global education in Japan. The global education system in Japan was divided into three stages, initial - turnaround - development, from 1970's up to date so as to review each stage's growth and derive common contents, stressed in every stage, of the global education in Japan. Three challenges for the global education in Japan are as follows. First, there should be global educational programs to be initiated by public education themselves. Each school should make its most efforts to develop and execute the objectives, contents and programs of the global education so as to practice the intrinsic features of the global education on the school. Second, Japan should explore and educational policy to improve multi-dimensional thinking rather than one-dimensional knowledge. With that being said, there should more researches on educational methodologies th enhance the multi-dimensional thinking that could solve out a global-level problem. Third, there should be continuous efforts to integrate self-oriented and global perspectives.
